Background

Established in 2002, Radio La Benevolencija Humanitarian Tools Foundation (RLB) is a Dutch NGO committed to the empowerment of minorities and social groups that are, have been or in danger of becoming the victims of ethnocentric or other forms of hate violence. Using a combination of edutainment methodologies and comparative psychological research, RLB’s media intervention in Rwanda, the DRC and Burundi is a campaign to embed, in national audiences, scientific knowledge of how to resist the psychological pressures and demagoguery that turn individuals into perpetrators of violence. RLB’s radio soaps, factual documentaries and educational programmes, in combination with grassroots activities, convey this knowledge while simultaneously stimulating best practices of active bystandership. Regular parallel impact evaluations are conducted to measure the effectiveness of this Intervention tool and to ensure that the strategies and methodologies are attuned to specific contexts. RLB needs a Consultant Head of Mission HoM) present in South Sudan. The HoM will work on a programme funded by Care NL for which he/she will report to and consult with the Director as well as the Amsterdam-based regional programme manager and head of finance. He/she needs to be in possession of the necessary working permits required for South Sudan.

Roles and Responsibilities

In order to set up such a Communication campaign in South Sudan, the keys tasks of the Head of Mission are as follows:

  • Complete the registration process with South Sudan's public authorities;
  • Plan and manage the project's general course and development in line with RLB’s overall profile and strategic plan, in consultation with RLB’s director and management team;
  • Undertake project preparation and planning for the Care project, control project implementation/outputs in relation to desired outcomes/objectives ensuring that implementation goals, timelines and budgets of Care are on track as outlined in work plans in consultation with Programme Manager;
  • Identify and liaise with partners in order to conclude partnership agreements that will enable RLB to have office space, studio facilities as well as the possibility to broadcast its radio soap opera in Jonglei and Upper Nile;
  • Assume full responsibility for the production, content and quality of the programs produced in South Sudan, in particular by collaborating with the academic advisors who contribute to programme content development;
  • Participate in appropriate meetings, workshops, training and conferences;
  • Set up M&E activities and organise focus group sessions and pre-training test with Care peacegroups to complement baseline information collected during year 1;
  • Coordinate and provide assistance to external (M&E) consultants and coordinate project implementation, to the extent needed, with Care staff;
  • Manage human resource and capacity building of staff working in the country office including grassroots related staff
  • Oversee and coordinate implementation of the overall Country programme based on the agreed upon work-plan and budget;
  • Undertake financial administration and report-writing according to RLB’s (donor) obligations and procedures, as well as financial and narrative progress reporting
  • Collaborate with the Head of Finance in budgeting and administering the necessary requirements for the project’s budget, equipment and other material, as well as in developing a financial and administrative procedure document for South Sudan
  • Maintain good relations with external partners and stakeholders;
  • Represent la Benevolencija to and maintain working relations and liaise with the local media, various government bodies, embassies/delegations, the UN and other international agencies, donors and partners;
  • Actively seek new funding opportunities and project proposal writing independently of and in participation with RLB’s HQ office in Amsterdam;
  • Ensure that RLB’s profile as organization producing E&E media programmes for conflict transformation is further enhanced;
  • Such other activities as deemed necessary for the development of the project and RLB in South Sudan.

Person Specification

  • Proven experience in NGO project management, especially financial, administrative and logistic management
  • Proven experience in developing, managing and supervising educational radio drama and media production work
  • Knowledge of education & entertainment methodologies
  • Experience of working in Africa, preferably in (post-)conflict zones, and of NGO programmes, international policy, context analysis and complicated security situations in unstable or conflict areas
  • Experience in journalism and media production a definite asset
  • Experience in dealing with national authorities and national and international organizations
  • Excellent negotiation and communication skills
  • Ability to deal with unforeseen, often stressful and difficult situations
  • Fluency in English is essential
  • Availability of at least 10 months

Salary & benefits are commensurate with experience. The posting is initially for 10 months with the possibility of extension, subject to a joint evaluation of the collaboration and committed programme funding beyond June 2016.
