Terms of Reference for WASH Consultancy Assignment(**RE-ADVERTISEMENT)**

· Assignment/Project Title:WASH sector Roadmap adjustment and peer review of Business case study

· Purpose:To carry out and support the requirement and request of the Ministry of water

· Location:Mixed of office and home based in Antananarivo -

· Type of contract:Special Service Agreement (International Consultant)

· Grade: P4

· Duration:1 ½ months from 14th September 2015

· Publication:10 September 2015

· Closing date:20 September 2015

Background and Justification

Madagascar is facing enormous challenges to achieve water and sanitation for all. According to the latest report from the JMP1 (see pp 24-5), Madagascar is among the countries lagging furthest behind in achieving the MDGs, with 48% of the population using improved water sources, and only 14% using adequate sanitation facilities. Only 2% of the rural population uses a piped water supply, while 39% of them still use surface water as drinking water. Although open defecation rates have declined during the MDG period, still 49% of the rural population practices OD. For the urban population, 78% is able to use clean water but 32% uses unimproved sanitation facilities, while 19% practices OD.

The political situation in the country has posed problems for making significant progress in the WASH sector. The coup d’état in 2009 led to many donors withdrawing aid and resources. Since that time poverty levels have increased and ODA funded programmes slashed. However, Presidential Elections were held in late 2013 and it is hoped that a period of relative stability will follow. This being the case, donors will return to the development sector in general and the WASH sector in particular.

Despite this situation, significant progress has been made in preparing the sector to make strides forward. In partnership with some actors, the Ministry of water had initiate the development of the sector roadmap. However, the document needs to be revised and adjusted according the sector current situation in the country and the results of main current studies which were undertook by themselves (Ministry of Water) in collaboration with all stakeholders and UNICEF which are:

• A WASH BAT (Bottleneck Assessment Tool) analysis: the outcome of which was to set out the principal activities that need to be undertaken within the WASH sector in the short and medium term, including to set up a SWAp mechanism.

• A Sustainability Check to provide evidence of sustainability issues across the rural WASH sector and to identify key challenges which need to be addressed to provide input to a subsequent Strategic decision making process in relation to sustainability

• A business case for WASH in Madagascar

Thus, the development of a Sustainable Service Development Strategy has been completed and the draft report accepted and the same for the business case for WASH.

However in the context of the upcoming Donors Table for Madagascar in november, there is a clear need to support the country to better prepare and harmonize the documents in the context of this forum and the recently produced National Development Plan and its implementing plan. Therefore some key documents like the business case and the present version of the roadmap should be revised to be presented under high quality standards.

Purpose

Under the supervision of the UNICEF WASH section and working under the leadership of the Ministry of Water, this assignment has two elements, arising from the work carried out in the beginning of this year and referred to immediately above; these are:

Ø To produce adjusted document of Madagascar WASH Sector roadmap, aligned with Nationla Development Plan and its Implementing Plan

Ø To ensure the quality and undertake peer review of Business Case study document to be used to advocate for the need for more internal and external budget allocation to the sector

Specific Tasks

This assignment has the following expected task:

  1. Discussion and consultation with the Ministry of water on methodology of assignment implementation, imperfection and failure of WASH Sector development Roadmap document and the main current situation of the sector.
  2. Analyse and revise of WASH Sector development Roadmap document,
  3. Provide adjusted document in English of WASH Sector development Roadmap;
  4. Analyse and quality checking of Madagascar WASH Sector Business Case study document

WASH roadmap analysis and adjustment. The Ministry of Water(which is responsible for both water and sanitation) oversaw the Madagascar WASH development roadmap with assistance from some actors, this should be representative and crucial for WASH sector. Therefore, most of stakeholders in the WASH sector were not involved during the conception and some important elements have not been considered, that’s why the Ministry of water desire to revised the document. Moreover the PND was launch later on and this roadmap needs to be adjusted to assure alignment with it.

Analyse and verification quality of Madagascar WASH Sector Business Case study: This document is to be used to advocate for the need for more internal and external budget allocation to the sector and show the across sectors impact analysis attributed to WASH investment including impact in economy, health, nutrition and education. The main activities have been currently undertaken then verification is still required and needed to ensure the quality,

Expected Deliverables

  1. A revised Madagascar WASH roadmap greed by GoM
  2. A revised and ready to publish Madagascar WASH Sector Business Case

Expected background (Qualifications & Experience)

· The consultant/s should have appropriate post graduate qualifications in WASH or economics or other domains related with process analysis

• The consultant/s should have considerable experience in dealing with high ranking officials, for example in management, in line ministries, donors etc.

• The consultant/s should have expert knowledge of issues in analysis, planning and on economic and business case elements from WASH or other sectors.

• The consultant/s must be strong in writing and presenting to audiences of different knowledge levels and interests.

• The consultant/s should offer first class communications in English.

Selection Criteria

Technical (80% weighting).

• Master’s degree in relevant discipline (engineering, Public health and/or economics).

• At least ten years’ experience in WASH at a strategic level, including demonstrably high quality work at national government levels in developing countries.

• State of the art knowledge and experience in business case for WASH and/or other sectors

• Competence in English.

Financial (weighting 20%).

This should comprise the following:

• A Statement of Methodology (max, one page) covering the conduct the tasks.

• Appended to the Methodology Statement should be a list of three referees, showing their names, affiliations and contact information (email and phone).

• Financial offer clearly indicating fees and costs (including rates and days, travel, living allowance, communication, logistics). Costs to be provided in USD.

• A completed United Nations P11 form/s (available at http://www.unicef.org/about/employ/files/P11.doc ).

• A CV of the consultant/s, not to exceed five pages.

• A copy of the certificate of the highest degree.

• A copy of an identity document (passport or national i.d. card).

All translation costs are to be separately borne by UNICEF

Terms of payment: Monthly payment upon completion of the deliverables.

Note that final payment to a consultant is dependent on the completion of deliverables.
