Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine. NRC offers a comprehensive response for Refugees, returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC’s Horn of Africa operation comprises of large-scale multi-country humanitarian and early recovery interventions spread across eight countries (Kenya, Somalia, Ethiopia, Djibouti, and Yemen), and most recently Eritrea, Uganda and South Sudan. NRC’s overall strategy in the region is to ensure a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance, become resilient to future disasters and find durable solution. The regional office is based in Nairobi and works with country programmes to ensure standardisation of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Job Purpose Summary
To ensure that the necessary financial management systems are in place, and that the NRC Kenya Mission accounting policies, procedures and practice standards are always adhered to inside the Kenya Mission and in its partner relations.
Key Responsibilities
- Maintain Kakuma Area Financial Management in line with the overall Kenya Mission Financial Management - budget control and monitoring, cash flows and expenditures management, and financial accounting and reporting
- Oversee implementation of sound financial and accounting systems and procedures in NRC Kakuma office
- Ensure accurate financial reporting as per NRC and donor partner requirements
- Provide up-to-date analysis and regular reports of the financial status of the organisation
- Support Area Manager and Project Managers in budget preparation as well as proposals development
- Reconcile financial accounts with NRC Headquarters as appropriate
- Conduct training in financial management and monitoring for the Finance Officers in the field, Project Managers, Coordinators and other relevant project personnel
- Oversee all financial requests made by the projects, and ensure that NRC’s external financial obligations are met
- Prepare and submit timely NRC and Donor financial reports as committed
- Regularly assign duties, supervise and appraise finance staff under the Officer by reviewing performance, conduct work/Development Plan meetings, mid-term reviews, end-term reviews and provide regular feedback.
Qualifications and Competence
Academic and Professional Qualifications
· Bachelors Degree in Business Administration, Commerce, Finance or Accounting
· Certified Public Accountant of Kenya (CPAK).
Relevant Experience
· Minimum of 7 years’ relevant work experience in large organizations
· At least 4 years’ work experience in a similar role within a non-governmental organization (NGO), donor or multilateral agency.

· Excellent interpersonal, written and verbal communication skills.
· Strict attention to policy and practice detail
· Very strong financial analysis skills
· High integrity
· Good knowledge of financial reporting systems in donor funded work
· Ability to work under pressure and meet deadlines

· Ability to function independently and as a work team leader/facilitator
· Excellent computer skills with hands on experience on computerized accounting systems; and Microsoft Excel, Word and PowerPoint.
