I – BUT DU POSTE

Sous la supervision de l'Administrateur WASH, IMIS# 92560 NOB, en charge de la cellule eau potable et contrat, l'Administrateur WASH (Eau / Contrat / Approvisionnement) devra concevoir, rédiger et mener à leurs termes les dossiers d'appels d'offres relatifs à l'élaboration des études de construction de systèmes d'alimentation en eau (forages, réseaux d'eau, pompe à motricité humaine …) et à la réalisation des travaux correspondants. Il/Elle coordonnera et suivra l'exécution des études et s'assurera de leur qualité. Il/Elle organisera le suivi des travaux de construction avec le maître d'œuvre et les Directions Régionales de l'Eau, de l'Assainissement et de l'Hygiène jusqu'à la réception de ceux-ci. Il/Elle sera chargé (e) de la planification des activités, de la coordination des acteurs et de l'amélioration continue de la qualité des travaux tout en permettant une accélération des travaux de construction et des actions soft d'accompagnement et de mise en gestion des systèmes construits ou réhabilités. Il/Elle assurera un suivi opérationnel, financier et s'assurera du respect des délais prévisionnels de réalisation du programme. Il/Elle contribuera à l'élaboration de la stratégie WASH sous sa composante Eau et à l'identification et l'élaboration de nouveaux programmes avec le Spécialiste WASH P3, IMIS# 92576.

Une attention particulière est portée sur la production des documents d'appels d'offres en coordination avec le département des opérations: termes des références, dossier d'appel d'offres, canaux de diffusion, analyses techniques et financières des offres, ébauche de contrats. Une attention spécifique sera également portée sur le suivi contractuel des opérations de travaux et achats de fournitures.

Il/Elle travaillera avec les Assistants Techniques Régionaux, les Directions Régionales de l'Eau, de l'Assainissement et de l'Hygiène mais aussi avec les prestataires privés.

II- TACHES ET RESPONSABILITES PRINCIPALES

1. Gestion de Projets Eau potable

Assurer la disponibilité d'informations requises, fiables, complètes et à jour pour assurer l'efficacité de la conception, la mise en œuvre, la gestion, le suivi et l'évaluation de projets de construction ou de réhabilitation d'infrastructures en eau potable. Elaborer les budgets de ces projets à faire examiner par le superviseur. Une répartition des projets à gérer sera effectuée au sein de l'équipe eau potable de la section WASH.

2. Efficience et efficacité des Projets

Améliorer l'efficacité et l'efficience des projets grâce au retour d'expérience de ces projets. Une considération particulière sera apportée à l'amélioration continue des processus d'approvisionnement et de biens nécessaires à la réalisation des projets en eau potable. Ce travail sera mené en étroite collaboration avec l'unité approvisionnement et logistique des opérations.

3. Planification

Contribuer à l'établissement des planifications d'activité en eau potable ainsi qu'à leur suivi, en cohérence avec le programme WASH global et avec les engagements pris auprès des partenaires et bailleurs. Ceci intègre aussi bien la planification des ressources financières et humaines que la planification des travaux et des achats de fournitures.

4. Informations et données sur la mise en œuvre du projet

Assurer la pertinence de la documentation financière, administrative et de l'approvisionnement; vérifier que les dépenses du programme WASH soient réalisées suivant le respect des procédures existantes. Assurer le suivi des requêtes, y compris avec et par les partenaires, ou prendre des mesures correctives sur les divergences. Collaborer avec les unités chargées du suivi et évaluation concernant le maintien d'une perspective focalisée sur le genre et l'équité dans la collecte de données relatif au WASH et le reporting.

L' Administrateur WASH (Eau / Contrat / Approvisionnement) sera en particulier en charge de la mise à jour de l'outil de suivi des activités eau potable et du suivi contractuel. Il sera aussi en charge de l'amélioration continue de cet outil.

5. Partage des connaissances

Compiler les documents de formation et d'orientation sur la mise en œuvre du programme WASH afin de promouvoir le partage de connaissances avec les homologues, les parties prenantes sectorielles du WASH, les donateurs et les médias.

Partager en particulier les bonnes pratiques d'approvisionnement et les dispositions contractuelles en eau potable en interne et auprès des partenaires du programme WASH.

6. Communication et mise en réseau

Assurer une communication efficace et une mise en réseau développée et maintenue du partenariat et de la collaboration avec les différentes parties prenantes.

Collaborer avec le personnel des opérations pour mettre en œuvre des systèmes de contrôle interne et résoudre les problèmes ou divergences au jour le jour dans la gestion financière ou dans l'approvisionnement.

Faire équipe avec les homologues gouvernementaux locaux pour échanger des informations sur la mise en œuvre et le statut du programme WASH, ainsi que le mouvement, le pré-positionnement et la distribution de fournitures.

Coordonner avec les membres de la communauté du développement, y compris les ONG, le Système des Nations Unies et les agences bilatérales dans l'échange d'informations relatives au secteur WASH. Le cas échéant, soutenir le groupe de travail du comité inter-organisationels WASH (InterAgency Standing Committee Cluster (IASC)) pendant la préparation et la réponse aux situations d'urgence.

III – QUALIFICATIONS ACADEMIQUES ET EXPERIENCES PROFESSIONNELLES MINIMUM REQUISES

  • Avoir au minimum un premier diplôme Universitaire issu d'un établissement accrédité* dans l'une des disciplines suivantes ou son équivalent : santé publique, ingénierie civile, géologie, hydrologie, ingénierie de l'assainissement ou tout autre domaine relatif à l'aide au développement international.

  • Une formation supplémentaire en éducation de la santé ou en communication pour le développement serait un atout.

  • Au minimum deux (02) ans d'expériences professionnelles pertinentes dans la mise en œuvre de programmes d'études et de construction d'infrastructures en eau en milieu rural

  • Une forte expérience en marchés publics et en gestion simultanée de plusieurs contrats s est exigée.

  • Une expérience en travail sur le terrain est indispensable. Apte aux fréquents déplacements sur terrains.

  • Une expérience professionnelle réussie avec le Système des Nations Unies et/ou au sein du Gouvernement National serait un atout.

  • Des connaissances/une familiarité avec la préparation et la réponse aux situations d'urgence (ainsi que l'approche groupe de travail du comité inter-organisationnel WASH (IASC)) seraient un atout.

  • Avoir de bonnes capacités de travail en équipe dans un environnement multiculturel.

  • Avoir une bonne maitrise des logiciels usuels d'informatique (MS Office…)

    Kenya: Final Project Evaluation Grassroots Women–led Tracking of Gender Equality Implementation (GIT) at the counties

    1. Project Information

    The “Grassroots Women–led Tracking of Gender Equality Implementation (GIT)” project is a three year initiative, launched in January 2014 and funded by We Effect. The project is being implemented by GROOTS Kenya Association. GROOTS Kenya is a network of over 2,500 women- led CBOs and SHGs in 14 out of the 47 counties of Kenya. Founded in 1995 after the UN Conference in Beijing our mandate is to enhance effective participation of grassroots women in mainstream development. GROOTS Kenya works in four programme areas namely: Women Leadership and Governance programme, which is the cornerstone of GROOTS Kenya’s work, aims at enhancing the capacity of grassroots women to engage in leadership and governance issues. This is done organized community groups, called Community Champions for Transformative Leadership. These community members, comprised of women, youth and men, pursue the cause of increased women’s participation in spheres of elective, nominative and appointive leadership. Other programs include Women and Property programme, community responses to HIV/AIDS and Community Resilience to Disasters and Climate Change.

    The objective of the GIT project is to contribute to an equitable and empowered society in which women are effectively engaged in development. he underlying rationale is to strengthen the capacity of grassroots women and their communities to track and influence the implementation of devolution and enhance gender equality in Kakamega, Kiambu and Laikipia. The primary participants of the project are the grassroots women in the counties of Kiambu, Kakamega and Laikipia Counties.The project is being implemented using the champions for transformation model that was pioneered by GROOTS Kenya in 2009.

    The project expects to achieve the following four outcomes (results):
    Outcome 1: GROOTS Kenya coordinating capacity enhanced to support gender equality for grassroots women at both the national and county level in terms of planning and implementation Outcome 2: The development of a critical mass of articulate grassroots women champions working together for critical action towards engendered positive development

    Outcome 3: Enhanced implementation of devolved governance with gender sensitive systems and structures delivering relevant basic services effectively to communities in Kakamega, Kiambu and Laikipia counties.
    Outcome 4: Grassroots women and their communities intergrate gender and monitor HIV/AIDS and climate change in their community development processes and lobby for gender equality in these sectors

    Objectives of the Evaluation

    The objective of this evaluation is to review and evaluate the implementation of planned project activities and outputs against actual results and as far as possible establish the project impact, sustainability and execution performance as well as potential for replication. The focus will be on the following contextual and project-related questions:

    Further, the review will assess the following, among other things:

    • − Delivered outputs: assessment of the project’s success in producing each of the programme outputs, both in quantity and quality and discuss constraints/challenges/issues affecting progress.

    • − Project outcomes and impact: evaluation of the project’s success in achieving its outcomes and identify opportunities to increase impact.

    • − Sustainability: analysis of the opportunities and risks that the project may have encountered and opportunities to replicate the impact

    • − Relevance: assess the relevance of the project to the identified problem

    • − Execution performance: determination of effectiveness and efficiency of project management and supervision of project activities and identify opportunities to enhance the implementation and

      management of the project.

    • − Replicability: How can the community-led advocacy practices and outcomes be sustained and replicated in other GROOTS Kenya program

      Furthermore, the evaluation should highlight lessons learnt where possible, both positive as well as negative, from the standpoint of the design and implementation of the project geared towards demonstrating successful approaches and methods to empowering grassroots women to articulate and create a critical mass to enhance gender sensitive systems and structures at the county level

    • Geographical and Time Scope of the Evaluation

    The review shall cover the project implementation period -January 2014 to December 2016. The geographical scope is Kiambu, Laikipia and Kakamega counties.

    Methodological Approach

    The evaluation will use a mixed-method approach that can capture qualitative and quantitative dimensions of the project. The methodologies and techniques (such as document review, case study, FGDs, KII, sample survey, etc.).The evaluation shall be participatory and ensure the involvement of the main stakeholders of the project in data collection as well as validation and dissemination of the evaluation findings. The findings of the evaluation shall include but not be limited to the following information sources:

    − Desk review of the project document, outputs, financial and monitoring reports (such as baseline report, quarterly, semiannual and annual narrative and financial progress reports, relevant stakeholder correspondence, terms of references/ contracts and reports from consultants/services providers, etc.);− Field visits to the three counties covered by the project (interviews and FGDs with project participants);− Key informant interviews with GROOTS Kenya project staff;
    − Key informant interviews with relevant stakeholders at the national and county level as may be required

    • Evaluation Deliverables, Timing and Resources

    • i) Inception report, including data collection tools;

    • ii) Draft Evaluation Report and Power Point Presentation of the initial findings for internal and

      stakeholder validation;

    • iii) FinalEvaluationReport,including brief public version. The proposed budget for the evaluation shall include consultant/s’ fee as well as travel and accommodation for the consultant and any other team member. However, GROOTS Kenya will cover the costs for the mobilization and participation of sampled respondents in the evaluation and validation workshops.
      Required Skills:

    The consultant should have the following minimum qualifications:

    • Advanced education in Development, Gender or other related field-Bachelors degree in a must.

    • Experience conducting assignment of similar nature

    • Familiarity with both qualitative and quantitative research methods and analytical tools

    • Previous experience in designing monitoring frameworks

    • Good communication skills in English and Kiswahili

    • Ability & flexibility to travel to county locations

    • Ability to comply with tight deadlines

    Proposal Objective:

    Social Impact is preparing for upcoming five-year USAID Assess the Learners (YESA) Activity in Malawi. The anticipated project will create a multi-level monitoring and evaluation system for the National Reading Programme to assist the Government of Malawi's (GoM's) efforts to improve the reading skills of Malawian students nationwide. The goals of YESA are to institute a National Reading Assessment; a universal school-level utilization of assessment strategies and techniques for reading; community-level capacity for the performance and informed use of reading assessments; and integrating reading assessments into National Reading.

    Position Description:

    SI is seeking a Chief of Party to lead the YEA M&E activity Malawi. The COP will oversee see the contract, and provide overall technical leadership. This will be a full-time, long-term position based in Lilongwe, Malawi.

    Responsibilities:

    • Oversee overall project management, quality and timeliness of deliverables, external representation, and overall coordination with USAID/Malawi.

    • Lead the overall technical and financial performance of the contract, including program planning, budgeting, and monitoring and evaluation (M&E).

    • Oversee creation and implementation of project monitoring and evaluation activities, and the development and implementation of work plans.

    • Engage with education systems to ensure optimal use of available resources with specific attention to school and classroom management practices including quality assurance, supportive supervision, and coaching.

    • Provide vision and strategic direction for the program.

    • Develop and implement work plans for project activities.

    • Other project development design assistance as required.

    Qualifications:

    • A minimum of 10 years of experience providing technical and managerial oversight and direction on international development projects.

    • Master's degree in education, social science, international development or related field required.

    • Minimum eight years of experience working in M&E of primary education projects with a focus on reading assessments and capacity building.

    • Demonstrated experience in capacity development with ministry of education staff and teachers.

    • Understanding of the education sector in Malawi, or other countries in the region.

    • Ability to manage personnel, funds and resources for multi-year, multi-task projects.

    • Strong understanding of and experience with USG policies and procedures with regard to human resource management, financial management, financial reporting, procurement processes, etc.

    • Ability to supervise a team in order to complete tasks on time and on budget.

    • Demonstrated ability to maintain high levels of quality and timeliness within teams of consultants and internal staff.

    • Proven successful leadership in an intercultural team environment in a development context.

    Vous êtes diplômé dans le domaine de la gestion de l’humanitaire / gestion de projets et avez une expérience dans la gestion administrative des RH ainsi que la gestion comptable. Votre capacité d’adaptation vous permet de comprendre et d’appliquer le droit du travail local. D’un excellent relationnel vous savez gérer les conflits et diriger une équipe. Vous faites preuve d’organisation et êtes capable de prioriser vos actions.

    In South Sudan, PSI is the prime recipient for Global Fund and DFID grants. We manage our program through other NGOs who are sub-recipients (SRs) of the grant and help us administer the program in South Sudan. You will play an integral part in the Program Management Unit to provide oversight and work closely with our SRs and stakeholders, including the MOH.

    We are looking for an experienced Program Manager to manage our portfolio. This individual will lead PSI's Program Management Unit (PMU) and supervise a team of 8 staff. Together these programs represent a consortium of 6 NGOs as well as the Ministry of Health and the National Malaria Control Program (NMCP), South Sudan.

    Program activities include country-wide distribution of long lasting insecticide treated nets and integrated community case management (iCCM) of childhood illnesses.

    Your contribution

    Manage the Grant and Ensure Performance Targets are Met

    • Provide overall oversight of the Global Fund and DFID projects, including planning, budgeting and forecasting, implementation, reporting, and supervision of the PMU management team.
    • Serve as the lead liaison between all partners, including but not limited to the National Malaria Control Program (NMCP), the Ministry of Health (MOH), partner NGOs, sub-recipients, the Local Fund Agent, the Global Fund Secretariat and DFID.
    • Monitor and ensure the efficiency and effectiveness of all project activities and partners' efforts to assure quality of service provision and alignment of priorities, including sub-grant management, financial and programmatic oversight, administration and procurement, and regular on-site supervision visits.
    • Serve as the focal point for engaging in policy dialogue with the MOH and donors on key issues relevant to service delivery in South Sudan, including participation in key national working groups.
    • Lead quarterly work planning meetings with SRs.
    • Oversee sub-award monitoring and capacity building plans and work with PMU team members to follow up on outstanding issues.
    • Coordinate sub-award workshops and training orientations on aspects of the project including M&E, terms and conditions, financial and programmatic reporting.

    Track, Evaluate and Improve Partners Performance

    • Conduct quarterly review of partners' programmatic reports for accuracy and provide recommendations to improve performance and follow through to ensure recommendations are implemented.
    • Manage quarterly field supervision visits and data quality assessments of partners to verify reported results using disaggregated DHIS data and paper based tools.
    • Verify SRs requests for Global Fund and DFID health commodities against their performance framework targets, stock reports and supervise the allocation of commodities, reporting tools and supporting equipment to the SRs.
    • Help partners improve supply chain management, commodity tracking and ensure adequate warehousing arrangement.
    • Work closely with the Program Manger and Finance and Compliance Manager to prepare variance analysis for the quarterly/bi-annual/annual final reports to Global Fund and DFID.
    • Lead preparation of high-quality periodic reporting, including risk mitigation plans, to the Global Fund and DFID, ensuring accuracy of programmatic and financial reports prior to submission to the Country Representative for approval
    • Take lead role in the orientation of SRs on grant documents (logical framework, work plan and proposal) for the phase II of the DFID ICCM grant expected to start in July 2016.

    Manage and Mentor

    • Oversee and mentor a group eight professionals in the unit.
    • Supervise M&E Manager, Finance & Compliance manager and Program Coordinator.
    • Work with the Ministry of Health to build the capacity of National Malaria Program Staff

    Collaborate with Partners and Stakeholders

    • Be an active participant and advocate in relevant Working Groups.
    • Partner with National Malaria Control Program and Technical Working Group to oversee National Malaria Indicator Survey from concept development to reporting of results.
    • Support the coordination and delivery of studies (Vector Susceptibility Study and Therapeutic Efficacy Study) led by the WHO and National Malaria Control Program.
    • Work closely with Business Operations to build capacity and transition commodity planning, warehousing and logistics to MOH.
    • Coordinate effectively with PSI South Sudan Business Operations, Procurement, Finance, and PSI HQ team and Supply Chain department in Washington DC.

    Our needs

    • Master's degree (preferably in Business or Public Health) from a well-recognized institution
    • Ten years of experience in private or public sector enterprises, including demonstrated success in leadership and management of large international development projects.
    • At least 2 years managing complex projects in a developing country, Africa experience preferred.
    • At least 4 years of group supervisory experience.
    • Exceptional managerial experience, preferably managing complex public health sector activities involving coordination with multiple stakeholders.
    • Demonstrated experience in developing and managing relationships with donors and governments
    • Familiarity with Global Fund and DFID processes and procedures preferred
    • Technical knowledge of health delivery systems in the public sector as well as solid understanding of malaria and child health related issues strongly preferred
    • Ability to effectively engage with other partners and government institutions.
    • Demonstrated ability and motivation to build local staff capacity and train others.
    • Superior communications skills, verbal and written, including the ability to engage effectively with staff at all levels.

    CHAI Malaria Overview:

    Malaria is one of the world's most important causes of illness, death, and lost economic productivity. Over the past decade, dramatic increases in donor funding have facilitated scale-up of effective interventions to prevent, diagnosis, and treat malaria. This investment has successfully reduced the burden of malaria in many settings, and some countries have begun planning to eliminate it altogether. Yet these gains are fragile: global funding for malaria remains short of what is needed, last decade's rapid growth in malaria financing appears to have halted, and resistance to insecticides and drugs threatens to set back efforts. The great majority of the growth in funding for malaria programs has come from potentially volatile international donors rather than from domestic contributions, making the sustainability of recent gains an open question.

    CHAI provides direct management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

    Over the past several years, CHAI has partnered with governments across Southern Africa to help them make meaningful steps towards orienting their national strategic plans and systems towards elimination.

    CHAI is seeking a highly motivated individual to work as part of CHAI's Global Malaria Financing Team. This Associate will directly support governments in Southern Africa in obtaining the financial resources necessary to achieve historic malaria elimination in the next five years. Countries to be supported in Southern Africa include Mozambique, South Africa, Swaziland, Namibia, Zimbabwe, and Botswana.

    As part of the Global Malaria Team, the Financing Associate will provide direct support at the highest level of government. Areas of support will include: costing of malaria National Strategic Plans, conducting cost optimization analysis for specific interventions, improving financial management, and determining the optimal allocation of existing funds. CHAI's Financing Associate will also help countries identify and obtain new funding sources including expanded domestic resources, public-private partnerships, and innovative financing mechanisms. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and the Population and Reproductive Health Program. In South Sudan, GHSC-PSM will support the transport and delivery of health commodities to up to eight provinces. The security and administrative manager will develop and manage the country security platform to support all project operations in South Sudan.     Responsibilities include:

    Qualifications:

The technologist will perform quality molecular testing, analysis and reporting of viral samples. He/she we be responsible for ensuring quality samples are processed and tested.

    Specific Tasks will include:

    · Preparation of reagents and samples

    · Molecular testing including PCR, Serology (ELISA) and Sequencing where applicable

    · Analysis and reporting of generated results

    · Upload of verified data onto designated servers

    · Maintenance of record of tests conducted in the lab

    · Maintenance of record of all samples received at the KEMRI-HJF laboratory.

    · Maintenance of record of all archived surveillance isolates

    · Liaison with the site leads to ensure quality collection of samples, packaging and timely delivery of samples from surveillance sites.

    · Provide feedback to study coordinator and site leads on cold chain maintenance/or break of cold chain incidences for the specimens during shipment

    · Provide feedback on sample rejection proportions

    · Keep custody and tracking of study laboratory reagents, supplies and equipment ensuring adequate stock and re-order levels are maintained

    · Provide regular lab update to study PI, coordinator and other investigators

    · Performance of other duties as assigned by the PI or laboratory manager

    Required Education and Experience:

    • Degree in Biomedical Sciences, Biochemistry or a related field from, a recognized institution
    • Must have a minimum of 2 years work experience in research Laboratory with emphasis on Bacteriology, Parasitology, Virology, PCR and or Elisa.
    • Must have undertaken a training in Biosafety
    • Must have minimum basic knowledge of Quality Management Systems
    • Good computer Skills

    Competencies:

    • Ability to communicate effectively with staff and supervisors
    • Be willing to work long hours in the labs.
    • Team player.

    Summary of job position

    The primary responsibility of the position is to enhance influenza surveillance, collect data, conduct physical examinations, and collect lab specimens for testing for influenza and ensure the specimen are stored and transported as per the standard operating procedures.

    Essential Qualifications

    · Diploma in Clinical Medicine or a diploma in Nursing from a recognized institution.

    · Fluency in English and Kiswahili (written and oral).

    · Must have evidence of involvement in community health work.

    RESPONSIBILITIES:**

    · Work closely with the hospital’s wards to review the chief complaint of all patients admitted with Severe acute respiratory illness(SARI)

    · Determine whether any of the presenting patients fit the case definitions for Flu surveillance.

    · If the case definitions are met, complete the data collection forms, and collect nasopharyngeal, oropharyngeal or Nasal swabs.

    · Ensure that supplies are sufficient, and re-order as necessary.

    · Work closely with the national surveillance coordinator who will oversee activities at the sentinel sites.

    · Work closely with the hospital disease surveillance and infection control teams to detect and prevent/contain any outbreak

    · Coordinate implementation of any sub-studies as may be planned by the influenza program

    · Work closely with the Ministry of Health to sensitize and coordinate IDSR disease surveillance activities at the hospital

    • Assist in monitoring and evaluation activities to document activities and provide quality assurance to improve program service delivery
    • Any other responsibilities as assigned from time to time

    About HIJRA:

    Humanitarian Initiative Just Relief Aid (HIJRA) is an international humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.
    HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees in Oruchinga settlement (Isingiro district), Nakivale settlement (Isingiro district) and Nyakabande Transit Center (Kisoro district). HIJRA, in a strategy to expand existing program implementing team, is now seeking for a qualified person willing to offer Humanitarian services in the position of Legal Officer to be based in Nakivale – Isingiro District.

    Job Summary:

    The Legal Officer will identify legal needs in the field and provide counselling and representation in relevant administrative bodies. The Legal Officer will work with community leaders to support advocacy at the community level and engage in mediation and negotiation as needed.

    Reporting Relationships:

    The post holder will be responsible to the Protection Manager.

    Duties:

    1. The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles.

    2. The protection strategy incorporates a thorough age, gender and diversity (AGD) analysis and reflects the Organization’s global, regional and country level priorities.

    3. The participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.

    4. Protection incidents are immediately identified and addressed.

    5. Analytical reports of protection trends and issues are produced on a monthly and ad hoc basis.

    6. Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.

    7. Promote International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.

    8. Foster their consistent and coherent interpretation and application through mainstreaming in all sectors and /or in clusters in applicable operations.

    9. Contribute to the design, implementation and evaluation of protection related activities and partners in particular within the newly established protection response framework.

    10. Compile data from the field and partners in a systematic manner. Draft consolidated reports on update impact of the protection response framework and legal issues.

    11. Provide legal advice and guidance on protection issues to the operation and draft legal notes, as required.

    12. Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.

    13. Contribute to and facilitate a program of results-based advocacy through a consultative process with sectorial and/or cluster partners.

    20. Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback.

    21. Provide staff coaching and technical supervision to develop ownership / responsibility for activities.

    22. Ensure all possible durable solutions are explored for persons of concern.

    23. Take a lead role plan of action, to ensure the protection of refugees and asylum-seekers through interventions with local authorities and other entities on instances of arbitrary arrest and detention. Ensure the people of concern have access to legal and fair hearing in court through court follow ups, prison monitoring etc.

    24. Sensitize the Community and Local authorities on Refugee law and Human Rights relating to refugees and others of concern to UNHCR, in order to ensure that national legislation is in compliance with International Legal Standards.

    25. Advocate for legal aid services from the different legal aid service providers and Pro bono services from legal practitioners for the purpose of disposing of refugee cases at court.

    Competencies, Qualifications, Skills and Experience:

    • Law degree/ human rights or a comparable discipline
    • At least 3 years of work experience in the same field of development and humanitarian work and NGOs’
    • Ability to produce high-quality legal documentation
    • Ability to present and defend cases in a court of law
    • Excellent presentation and communication skills and the ability to interact with a number of different partners and contacts, including governmental authorities, UNHCR, victims and their families etc.
    • Must possess communication and negotiation skills.
    • Strong judgments skills are also a necessity
    • Someone who can make ethical and moral decisions
    • Sociable and open minded
    • A person who can keep confidential information
    • Must have a solid knowledge of the local law and be able to grasp new concepts with ease and accuracy
    • Very organized and need to have good time management skills to meet deadlines on time.
