Sudan: Short term - Senior expert in Project Management, Monitoring and Evaluation, Fluent in Arabic

Sofreco is providing technical assistance to the implementation of The Primary Education Retention Programme (PERP) in Sudan in five states: Blue Nile, Gedaref, Kassala, Red Sea and South Kordofan.

In this framework a capacity building plan has been established for the Senior staff of the Federal and State Ministries of Education, with specific modules in the area of strategic planning (module A&B), management skills (module D), project management (module C), monitoring and evaluation (module E) and community mobilizaation and networking (module F).

Each module is composed of an initial and follow up session to insure the initial inputs have been used by the participants in their daily tasks and function.

The senior expert for module C & E (project management, monitoring and evaluation) will be in charge of:

• designing a short capacity development intervention based on the topics, in consultation with the PERP Project Director and Team Leader;
• taking responsibility for delivering the initial session of the project management and monitoring and evaluation modules;
• working with local junior experts in delivering the initial sessions and then organise two days of training so that the junior experts can deliver the follow-up session subsequently to the same group of participants at federal level, and deliver both initial and follow-up sessions at state level;
• providing guidance and backstopping to the junior experts during delivery of the modules at state level.

The capacity development intervention will require 14 days, distributed as follows:

• 3 days: preparation of interventions, home-based
• 7 days: delivering initial sessions in Sudan
• 2 days: training junior experts in Sudan
• 2 days: guidance and backstopping at a distance

The mission in Khartoum is expected to take place from15 September until 25 September.

Required qualifications:

• A masters-level degree or higher in education or the social sciences
• At least ten years of general professional experience
• At least five years of experience of participatory capacity development
• Attested experience in project management
• Attested experience in the monitoring and evaluation of development projects
• Excellent facilitation and presentation skills
• Arabic fluency
• English competence
