Role of the incumbent:The Finance and Administration Manager will provide strategic leadership on administrative, finance and reporting to ascertain efficient and effective service delivery in accordance to USAID guidelines and procedures.

Key Results Areas

Finance function;

  1. Track budget performance and work in collaboration with Chief of Party to ensure proper financial management.
  2. Ensure that cash flow control measures and procedures are in place to realize the program deliverables
  3. Support the Chief of Party to put into place and monitor quality oversight on Financial management systems line in accordance with USAID agreement requirements, rules and regulations and accounting principles.
  4. Maintain updated information regarding grants and contracts, sub-contracts, reporting requirements and financial restrictions.
  5. Oversee program financial matters including submission of complete, accurate and timely financial reports in line with reporting requirements.
  6. Support Chief of Party to respond to USAID queries pertaining financial aspects of the program.
  7. Prepare and support both internal and external auditors in auditing project financial and administrative performance.
  8. Enhance the capacity of the partners in planning and budget control in accordance with MOU and USAID requirements.

Administration Function:

  1. Oversee all administrative functions of the project including logistics and procurement, transport and general office management in accordance with USAID rules and regulations.
  2. Provide leadership on asset management through use, maintenance and disposal in conformity to USAID rules.
  3. Support the implementation of the security management plan for the program in collaboration with cross functional teams.
  4. represent the program in the relevant USAID coalitions and other engagements in the areas of finance and administration
  5. Support area specialists to develop and disseminate unambiguous specifications, Terms of reference and Bills of quantities for goods, services and works in accordance to USAID standards.

Qualifications and Experience:

  • Bachelor’s degree with professional certificate or higher in Accounting, Business Administration or Related field.
  • A minimum of 10 years of experience in financial management.
  • At least 5 years of successful experience overseeing donor-funded technical assistance projects of similar magnitude and complexity in developing countries.
  • At least 3 years of successful experience providing administrative support to an international organization, including dealing with procurement, contracts management, and HR related matters.
  • At least 3 years of experience in overseeing sub awards including construction contracts and/or sub grants.
  • Substantial financial management experience managing USG funded awards as well as knowledge of USG policy, procedural and reporting requirements.
  • Experience with computerized accounting and strong organizational and leadership skills.
