Role of Incumbent:The Chief of Party (COP) will be responsible for the overall leadership, technical direction and administrative oversight for the proposed project. The COP will be responsible for all aspects of coordination, establishing partnership with other USAID-funded projects, other USG sponsored cross sector activities and agencies and ministries. S/he will serve as the institutional Liason and will be responsible for chief administrative oversight for the project. He or she will be based in one of our project offices in Kampala, and will be expected to travel within the country. S/he will be responsible for developing the project design and effective implementation of the project. S/he will be responsible for human and financial resource management, including the provision of technical and managerial oversight for the development of detailed activity and financial plan; provision of onsite supervision of field operations, administration, logistics and procurement; management, delivery, and monitoring of sub-recipients; supervision of program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors. He/she will ensure full compliance with to USAID and Amref Health Africa policies and procedures.

Qualifications and Experience:

  • Master’s Degree in Public health, Environmental health, international development, Engineering or related field of study or equivalent work experience required;
  • A minimum of 10 years of professional experience, with progressively increasing responsibilities and duties in field related to the successful implementation of projects such as water and sanitation, local governance and/or private sector capacity building for improvement of water and sanitation services and behavior change promotion.
  • Proven experience as Chief of Party or leadership in the administration of similar size international donor support programs with skills in strategic planning, management, supervision and budgeting.
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
  • Knowledge of Ugandan water supply and sanitation issues, preferred.
  • Extensive knowledge of US government administrative and procurement practices including experience in contract/grant management.
  • Demonstrated experience in developing and managing relationships with the relevant government ministries, donors, private sector and other stakeholders in the health sector
  • Excellent communications and writing abilities and superior interpersonal and cross-cultural communication skills
  • Demonstrated ability to hold staff accountable for doing their jobs.
  • Evidence of strong communication skills in English, both interpersonal and written.

2.Community Led Total Sanitation (CLTS)/ Behaviour Change Advisor (Contingent on Funding)

Role of Incumbent:The CLTS Advisor will collaborate with other donors and implementing partners to support the GoU’s Improved Sanitation and Hygiene (ISH) strategy including ending open defecation in Uganda and scaling up improved sanitation coverage. Implement a demand-led, at scale CLTS program in targeted districts modeled after the best features. S/he will Lead the Uganda Sanitation Program Management and implementation components aimed at improving desired behaviour change at the household, school, and health facility level. The CLTS/BCC will be responsible for the development of evidence based communication strategies to address WASH interventions including Behaviour Change Communications BCC) as well as Community-Led Total Sanitation. The individual will conduct formative research to identify the WASH needs of the target districts and audience, manage all field CLTS approaches to community pre-triggering, triggering, assessments and declaration of Open Defecation Free (ODF) communities.

Key Responsibilities:

  • Coordinate sanitation and hygiene behavior change campaign and CLTS implementation approach at the district level.
  • Design appropriate capacity building to the Environmental Health Division in MoH, districts and local governments.
  • Develop strategies to implement a stronger, more demand-led Uganda Sanitation Fund version of CLTS that responds to communities’ requests and initiative.
  • Develop professionalized CLTS capacities to respond to the increased need for qualified CLTS facilitators.
  • Promote the professionalization of CLTS facilitators to increase the quality of facilitation and propose methods for regularizing reasonable income for a smaller but effective cadre of facilitators.
  • Support the Training of trainers in comprehensive CLTS methodology to district staff (DHOs, Health extension workers, community health workers and VHTs)
  • Coordinate and maintain overall responsibility for technical oversight of all the BCC/CLTS component in collaboration with other team members and partners at the regional and district levels
  • Provide technical oversight and coordination of both regional and district based training of trainers on BCC/CLTS components of the project
  • Support the COP in the planning, development and periodic appraisals of BCC/CLTS technical materials and tools to assure their compliance with the policies and strategies of the government.
  • Lead in the development, revisions and implementation of CLTS and WASH in schools related tools, guidelines, materials and methodologies to promote community problem solving and decision-making concerning health, hygiene and sanitation issues
  • Facilitate the production of simple WASH friendly technologies and promote their use through the systems and structures established by partner organizations
  • Support the integration of public health concepts into WASH activities and ensure close collaboration with health, education and district assembly sub-sectors, including hygiene promotion and community mobilization
  • Ensure that gender issues are considered in the design and implementation of BCC strategies
  • Support the identification of contractors and participate in the negotiation of contracts on gender friendly latrines and urinals in line with UNICEF and WHO standards
  • Support the COP to represent the project at WASH forums and technical sessions

Qualifications and Experience

  • Master’s degree in Public Helath, engineering, business or similar field
  • At least 10 years of general public health expertise including engagement of government counterparts in coordination, planning and monitoring of initiatives.
  • Proven experience in undertaking at scale public health activities
  • Demonstrated understanding of behavior change strategies including experience formative research, strategy development and implementation.
  • Deep understanding of CLTS and typical WASH BC methodologies.
  • Proven experience in budgeting and budget management
  • Strong analytical and communication skills and ability to multi-task under pressure and yet remain effective and productive
  • Excellent interpersonal skills; ability to work with partners and lead a team
  • Excellent oral and written communication skills, cultural sensitivity, ability to work with people, good judgement and commitment.
  • Strong computer skills (Word, Excel, Internet, etc.)
  • Willingness to travel to field sites as required by the project
  • Experience in the design and development of WASH related BCC materials will be an added advantage
