Proposal Objective:
SI is preparing a proposal for the USAID mid-term evaluation of the Toward Enduring Peace (TEPS) in Sudan. The principal purpose is to determine whether the program is on track to achieve its goals. Specially the evaluation must assist USAID in assessing the efficiency and effectiveness of the contractor’s management of the program, and specifically the Transition Activities Pool component; ascertaining to what extent the program is on track to achieve its goals and objectives; identifying any mid-course adjustments; determine the overall effectiveness and appropriateness of the overall approach of conflict mitigation and governance programming; and determine the effectiveness of community-led bottom-up approached and empowerment of local community in strengthening the foundation for democratic and peaceful Sudanese development.
Position Description:
SI is seeking a Senior-Level Evaluator /Team Leader for this mid-term evaluation. The Team Leader will be responsible for the field review, interviews, the draft and final evaluation reports, and the debriefs in the field. The period of performance for the evaluation is September 2016 – March 2017.
Responsibilities:
- Provide leadership for the team throughout the evaluation.
- Finalize the evaluation design.
- Coordinate and oversee field activities.
- Consolidate individual input from team members.
- Coordinate the process of assembling the findings, conclusions, and recommendations.
- Lead the preparation and presentation of the key evaluation findings, conclusions, and recommendations.
Qualifications:
- Bachelor’s degree in economics, statistics, business, international development, or related field required; advanced degree highly preferred.
- Minimum 10 years of experience designing and conducting evaluations, five of which must be in the assessment and analysis of conflict and/or democracy and governance programs in the developing world.
- Experience leading evaluations with diverse evaluation teams.
- S/he must have deep knowledge of evaluation methodologies and their practical applications and data analysis skills.
- Ability to understand and coordinate evaluation activities, including oversight and development of evaluation tools.
- Extensive experience preparing high quality evaluation documents.
- Experience in Sudan and other conflict posts highly preferred.
- Must be fluent in English.
