Global Health Corps (GHC) is a leadership development organization focused on building the next generation of diverse, disruptive global health leaders. Founded in 2009, we competitively recruit talented professionals (ages 21-30) from a range of sectors and backgrounds and place them in high-impact roles within partner organizations -- including Clinton Health Access Initiative, Partners in Health, Planned Parenthood Global, and Government Ministries in Zambia, Rwanda, and Uganda -- working on the front lines of health equity in Malawi, Rwanda, Uganda, the US, and Zambia.

GHC is seeking fellows from a wide range of backgrounds, geographies, and expertise. Through a one-year paid fellowship program, fellows provide the expertise and leadership potential needed to fill capacity gaps in global health.

About Placement Organization

The Ihangane Project (TIP) works to empower local communities to develop sustainable, effective, and patient-centered health care delivery systems that holistically respond to the needs of vulnerable populations. TIP has been working with Ruli District Hospital and its seven associated health centers to determine key strategies for improving health outcomes within their community. Through our experience in Ruli, Rwanda, The Ihangane Project has identified a best practice for building effective and resilient health systems that connect national approaches to local realities and context. With this process as our foundation, we design, test, implement, and share tools for creating effective frontline health care delivery systems that lead to durable improvements in the health of even the most vulnerable members of resource-limited communities.

A key aspect to our success is TIP’s unique approach to developing meaningful indicators of success and utilizing these indicators to foster continuous quality improvement. Because TIP believes that sustainable health interventions must involve strategies that foster long term behavior change, we include indicators such as ‘hope’ and ‘investment in the future’. Our goal is to demonstrate that there is a crucial linkage between increased hope and investment with increased adoption of healthy behaviors in the home and sustained improvement in health outcomes. As TIP considers replicating and advocating for our work, it is essential that we ensure high quality data that is collected and analyzed efficiently and effectively.

Position Overview

The Monitoring and Evaluation (M&E) Coordinator will be based in Kigali and utilize The Ihangane Project’s model of stakeholder engagement and collaborative design process to strengthen and streamline our current system of monitoring and evaluation. The fellow will work alongside The Ihangane Project team, Ruli District Hospital, associated health centers, and health care recipients to clarify goals surrounding current indicators and make recommendations to strengthen the reliability of these indicators. This position will also create tools to make reliable correlations between indicators and across program areas. Currently, each program has individual processes for collecting and analyzing data. One example is an Android application that has been developed by our current Global Health Corps IT Liaison Fellow to support the health centers’ ability to care for HIV+ pregnant women and HIV-exposed infants under two years of age. The M&E Coordinator will support ongoing implementation of this work, and develop a computer-based M&E system that synchronizes work and improves ease and accuracy of data collection for all programmatic areas.

The M&E Coordinator will provide training and support to users of any new system to facilitate long-term success, and will report on our experiences to stakeholders. Stakeholders include health system administrators, health care workers, patients, community members and the Ministry of Health. In addition, the M&E Coordinator would provide support to their Global Health Corps Business Administration Liaison co-fellow to design and implement a monitoring and evaluation process for their work.

Responsibilities

  • Build upon existing processes and identify new opportunities to strengthen and streamline data collection, reporting, and analysis
  • Refine key indicators that can reliably demonstrate potential impact of our interventions and can be accurately correlated to other indicators and across program areas
  • Assist with data collection and improvement of data quality
  • Synchronize all data collection and analysis across all programmatic areas through a computer-based M&E system
  • Create new M&E tools for the organization
  • Support implementation and training for new M&E tools
  • Assist GHC Business Administration Liaison with design and implementation of M&E process for their work
  • Key Deliverables:
    • System for accurate and streamlined electronic data collection and analysis
    • Standard reference guide that clearly outlines the system and processes established

Required Skills and Experience

  • Experience in monitoring and evaluation, including skills in data collection, recording and analysis
  • Knowledge of data management systems such as MIS
  • Ability to work both independently and as part of a team
  • Demonstrated organizational, verbal and interpersonal skills
  • Interest in emerging markets and health care delivery
  • Experience with Excel, Word and Power Point
  • Comfortable living in a rural setting, where electricity and internet connection are somewhat unpredictable.
  • Fluent in English
  • Empathic problem solver who works well in a team.
  • Patience
  • A self-starter
  • Demonstrated ability to interact with different cultural groups

Preferred Skills and Experience

  • Experience with mobile and tablet technology (especially Android)
  • Training or experience in statistical analysis
  • Background or training in strategic planning, program development, and consumer analysis
  • Experience in design and implementation of standard information collection tools (i.e. surveys, focus groups)
  • Familiarity with the health care delivery infrastructure in Rwanda.
  • Knowledge of French or Kinyarwanda language would be very helpful

Fellowship Logistics

During the fellowship year, all fellows are provided with:

  • A living stipend of $650/month
  • Housing and utilities
  • Health insurance
  • A professional development grant of $600
  • An award of $1500 upon successful completion of the fellowship year
  • Travel costs covered to and from placement site, training and retreats

*Note: The living stipend and the completion award may be paid out in USD or local currency, as determined by the placement organization.

Living and Working in Rwanda: Fellows are provided with housing and utilities during the fellowship year. Housing arrangements vary based on the placement organization and location within the country. The Ihangane Project provides housing in a central location of Ruli, a rural community, which is very close walking distance to Ruli District Hospital and the TIP office. Meals are served three times a day, and both housecleaning and laundry services are provided. It is the family home of a TIP employee and a TIP advisor who currently live in Kigali.
