The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). The NRC South Sudan programme is currently implemented in Warrap, Northern Bahr el Ghazal (NBEG) and Central Equatoria states. The security and humanitarian situation in South Sudan has deteriorated sharply since mid-December 2013 when violence erupted in the capital Juba and quickly spread to over 20 locations across the five out of ten states in the Country. Large-scale displacement and increased humanitarian needs have been reported and it is expected that the humanitarian needs will escalate further. NRC is currently operational in Central Equatoria, Northern Bahr el Gazhal and Warrap state, and the organization was planning to start up activities in Jonglei. With the current crisis and new displacement, NRC will reorganise itself to respond to this situation and will open up operations in other locations across the country. NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan, our geographic presence is limited primarily to NBeG, Central Equatoria and Warrap; however, the organisation will be assessing needs and identifying opportunities for growth in several other states particularly during the next 12-month period with more thorough assessments likely to be conducted in Eastern Equatoria, Lakes, Upper Nile and Jonglei state in view of the current context, security and access considerations. The Area Manager is responsible for providing overall leadership of all activities within Lakes and Jonglei states of South Sudan. NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
Job description
· Generic responsibilities
· Overall management of the Core Competencies activities, field offices and staff within the specific area, including the Area Management Team (AMT)
· Development and execution of the programme and strategy for the area in accordance with NRC’s mandate, policies and country specific strategy
· Quality implementation of projects within specified time frames
· Optimal use of financial resources in the programme,
· Adherence to NRC policies and donor requirements
· Emergency response capacity in the area
· Safety and security of NRC personnel and goods
· Area level advocacy contribute to National, Regional and Global NRC’s advocacy effort

· Develop a robust setup and emergency response in the area
· Supervise the setup of field offices and their implementation in emergency response
· strengthen NRC’s effective presence among humanitarian stakeholders in general and cluster mechanism in particular
Qualifications
· Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
· Previous experience from working in complex and volatile contexts
· Documented results related to the position’s responsibilities
· Knowledge about own leadership skills/profile
· Fluency in English, both written and verbal
· Valid driver’s license
· Knowledge of the context in South Sudan
· Experience from emergency setup
