Summary

Title:Consultant roster of Designing and Illustration services

Purpose: Creation of roster with a vetted list of qualified service providers for designing and illustration services

Background

Rwanda is a country that has transformed into one of the most dynamic economies in Africa. It has made a steady progress in many of the health-related indicators with almost universal access to health services and primary school enrollment. In recent years, UNICEF has supported the Government in a number of high priority issues which requires communication services. One of such priorities was the stunting among children under the age of 5 years. Based on the 1000 days communication strategy to fight stunting, an array of communication interventions were implemented to educate families and community, which contributed to the reduction of stunting from 44% in 2010 to 38%. Further communication activities are being carried out through to 2016. Also, some of the national level policies such as Early Childhood Development policy and strategy, and Child Care Reform need to be translated into the community level to accelerate betterment in the lives of people. In addition, the ongoing emergency situation in refugee camp is likely to require further development of communication materials.

To further these programmatic interventions, it is critically important to develop and produce communication tools that are visually appealing, easy to understand for families and communities, and speak to people’s heart to trigger positive behaviour change. During the year 2014, there were more than 5 orders of such design/illustration services, and it is expected that the need will increase in the coming years as the Country Programme implementation progress until the end of the Country Programme.

It is recommended that UNICEF will invite publicly all interested individuals and institutions to send quotes and design proposals for a specific text provided by UNICEF Rwanda. UNICEF will evaluate all design proposals received and based on these evaluations and CVs, UNICEF will create the database of graphic designers-consultants. Consultants from this roster will be contacted to submit quotes for prospective services throughout the 2 year period depending on the needs of UNICEF Rwanda. If the roster is proven to enhance efficiency by reducing administrative cost and time, the roster may be extended for another year provided that the consultants are able to deliver quality product in a timely manner.

Justification

The communication needs for office priority issues are increasing as the multi-year donor support is secured for stunting, ECD&F, HIV and TMM. It is expected that between 5-10 such services will be required per year. However, there is no in-house capacity in the illustration and design of communication materials in UNICEF Rwanda. The requalified roster of candidates will facilitate a timely engagement with service providers in the design, illustration and production of communication materials and will contribute to smooth programme implementation and fund utilization.

Scope of work

The purpose of the consultancy is to provide technical assistance for the illustration and design. Ability to produce printed materials and various promotional items will be an asset. This will include iterative consultation with UNICEF and relevant government authority to develop and review the illustration and design. Form of material includes leaflet, poster, folders, stickers, T-shirts, banners, billboard, wall paintings, vehicle branding, street pole sign, and logos. The design should be guided by UNICEF branding book. The institution is required to have all the software and hardware required to carry out these services.

Expected background and Experience

  • Minimum 5 years’ experience in the illustration and design
  • Track record in delivering high quality deliverables in a timely manner
  • Ability to work in English and Kinyarwanda
  • Creativity, originality, high level of organization and efficiency
  • Ability to produce printed materials and various promotional items will be an asset
  • The institution must be registered as a legitimate service provider by the authority

Management and reporting

These consultancy will be managed by the Chief of relevant section requesting the service, with Chief of CAP for overall quality control.

General Conditions

The candidates will be evaluated according to the following criteria: Track Record (based on work samples); Quality of work samples; Company profile and qualifications of key human resources.

Selected candidates will be pooled in UNICEF Rwanda database for 2 year period from the completion of the selection process. Consultants from this roster will be invited to bid for specific tasks depending on the needs of UNICEF Rwanda.

Copyright, Patents and other Proprietary Rights

UNICEF shall be entitled to all intellectual property and other proprietary rights including but not limited to patents, copyrights and trademarks, with regard to documents and other materials which bear a direct relation to or are prepared or collected in consequence or in the course of the execution of this contract. At UNICEF’s request, the Contractor shall take all necessary steps, execute all necessary documents and generally assist in securing such proprietary rights and transferring them to UNICEF in compliance with the requirements of the applicable law
