Kenya: Assistant Human Resources Officer

We're seeking applications from experienced professionals to fill the position of ****Assistant Human Resources Officer**** who will provide efficient, timely and quality support in HR. The position will be based in Nairobi with frequent travel to Somalia (10-40% travel).The main purpose of this position is to provide support to all aspects of Human Resources (HR) of CARE International- Somalia/Somaliland.

  1. ROLES & RESPONSIBILITIES

****Result Area 1 - Human Resource Management****

  • In collaboration with other staff in the HR Unit , support in recruitment, selection, and appointments, among other HR procedures at the sub offices in accordance with CARE policies and procedures;
  • Facilitates completion of new hire forms by new staff and their enrolment into CARE benefits programs.
  • Draw orientation programs for new hires.
  • Hire casuals as per CARE Policies and ensure that payment is done after completion of the exercise.
  • Responds to enquiries relating to human resource issues and liaise with the Head of HR to follow up and respond accordingly;
  • Follow up on staff performance management; setting of Individual operating plans, mid-year reviews and annual performance appraisal.
  • Track the completion of monthly Personnel Activity Reports (PAR) in the HRIS and follow on pending PARs to facilitate timely reporting.
  • Facilitate production of staff identification cards.
  • Collaborate with the Finance and internal audit team in availing HR Information for audits
  • In liaison with the HR Officer, compile the relevant paperwork and complete relevant forms for the processing of work permits, special passes and other work related documents for staff.

****Result Area 2 – HR Information Management****

  • In collaboration with the country office sub offices, maintain updated and complete files of all staff including valid contracts and copies of essential documents.
  • Keep proper and accurate record of staff leave and ensure that periodic leave summary are prepared and submitted to the HR Officer and the Head of HR as appropriate.
  • Carry out accurate data entry of relevant new hires information in the HRIS
  • Regularly update data in the HRIS.
  • Generate report from the HRIS for use in the HR Unit.
  • Support staff on the day to day use of the HRIS.

****Result Area 3 –****Any other duties as assigned by the Head of HR

****REQUIRED QUALIFICATIONS (MINIMUM REQUIREMENTS)****

Experience

  • Bachelor’s Degree/Higher National Diploma in Business Administration and/or Human Resource Management
  • Relevant professional training in Human Resource Management
  • Minimum of 2 years of relevant experience with NGOs
  • At least 2 years of HR experience with international NGOs is preferred

Skills & Core Competencies

  • thorough knowledge of human resources policies and procedures of local market and Local labour regulations
  • Fluent in written and spoken English
  • Be able to understand internal and external statutory laws that affect Human Resources & admin
  • Ability to plan effectively
  • Good working knowledge of most common computer packages
  • Thorough understanding of the emerging legal environment workings of Somalia
  • Excellent analytical, negotiating, communication skills: skilful and creating relationships at government level and other organisations or offices.
  • Initiative and problem solving skills
  • Honest, diplomatic and of positive attitude
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work
  • Ability to adapt or change priorities according to the changing demands of the job.

****WORKING CONDITIONS****

  • Willingness to travel to remote and insecure areas in Somalia
