Post Title : International Nutrition Individual Contractor to support the Nutrition Section during maternity leave

PURPOSE
To provide technical support to the nutrition section while the Chief of Section is on maternity leave to ensure all annual program and office targets are met.
MAIN DUTIES AND RESPONSIBILITIES
The consultant will be responsible for the following tasks;
Contribute to increasing the evidence base of nutrition information for planning, monitoring, and advocacy through capacity building of Federal Ministry of Health counterpart for nutrition surveillance:
Child survival (health, WASH and nutrition) MoRES is supported for nutrition interventions: 1) LQAS process is supported for nutrition indicators to be collected; 2) Bottleneck analysis exercise at locality level is supported for nutrition indicators, with report and data available.
Rapid Pro for monitoring of supply chain is followed up with Federal Ministry of Health and progress documented.
Technical support provided to the section and field teams in the planning, implementation and monitoring of nutrition interventions
Contribute to timely preparation of annual rolling work-plan at national and state levels, with inputs from state and national level annual reviews.
Feedback on program performance and areas for improvement is provided to field teams on a quarterly basis.
Carry out support visits to field offices as required.
Contribute to the nutrition section effective partnership management and section coordination
Timely renewal of contracts and/or recruitment of required Individual Consultants for the section, and act as HR focal point for the section.
Maintain regular contacts and working relationship with nutrition partners especially allocated NGOs and local authorities, and conduct quarterly feedback meetings with allocated partners as well as HACT assurance activities.
Ensure timely disbursement of funds for partners and monitor liquidation to ensure no DCTs above 6 months.
Strengthen programme delivery ensuring high level of results based Programme Performance.
Contribute to ensuring increased accountability to donors through high quality reporting, drafting relevant sections of reports as required. Ensure that all the relevant budget and supply documents are monitored and reported on in a timely fashion.
Monitor all donor proposal indicators and ensure alignment to the annual RWP
Develop quarterly programme performance updates
Provide quality and timely section in-put to monthly sitreps
Maintain valid PCA agreements with assigned NGOs/INGOs to support timely response
Track implementation of the national RWP progress (targets on a quarterly basis through supporting field offices to track key program and management indicators and provide performance up-dates as required.
Receive and ensure technical review of all state quarterly cash requests and ensure timely disbursement of funds to field offices.
MINIMUM QUALIFICATIONS AND EXPERIENCE
Essential
Degree in Nutrition, Public Health Nutrition or related field, and at least 8 years progressively responsible work experience in the area of nutrition program management or advanced degree in nutrition or public health nutrition.
International experience of minimum 5 years in managing and coordinating humanitarian and development projects.
Relevant experience in supporting policy development and information management at national level.
Good organization and planning skills.
Excellent coordination and communication skills.
Good problem solving skills.
The ability to meet deadlines and work with minimal day to day supervision.
Culturally sensitive with analytical, negotiating, communication and advocacy skills.
Experience with UNICEF or other UN agency.
Desired
Relevant field experience in Sudan and good knowledge of the Sudan context is an asset.
Previous experience in working with an International NGO is an advantage.
Knowledge of Arabic is a merit (not essential).
Good computer skills, including internet navigation, info graphics and various office applications including excel, power point etc.
Strong analytical and presentation (oral and written) skills including use of essential computer software packages.
