Burundi: Strategy and DME Manager

The Strategy and DME Manager – Burundi will provide leadership in Design, Monitoring & Evaluation (DME), Strategy management (development, monitoring and evaluation), Programmatic risk Management as well as guidance on integration of cross cutting themes in programs.

RESPONSIBILITIES INCLUDE:

Strategy Management:

  • · Provide leadership in the development and documentation of the National Office (NO) strategy.
  • · Provide guidance in strategy cascading process to different business units/ functions.
  • · Facilitate staff and partners awareness/ understanding of World Vision Burundi (WVB) NO strategy, by designing and disseminating clear messages, in collaboration with communications team.
  • · Develop Annual Business plans (or other relevant strategy monitoring documents) and monitor their execution.
  • · Keep an updated strategy Balance Score Card to track achievements against the strategy Key performance Indicators.
  • · Lead in the process of development of Annual Child Wellbeing report, to report annual NO progress against the strategy.
  • · Support the implementation of the clustering approach to deliver the NO strategy.

Design, Monitoring & Evaluation (DME):

  • · Lead quality assessments and design of new APs in alignment with WVB strategy and Development Program Approach.
  • · Provide guidance for quality and timely monitoring of projects by providing, simple and adequate tools.
  • · Promote quality of program reports through ongoing reports review and capacity building/ coaching.
  • · Provide overall technical guidance for quality baseline and evaluation processes.
  • · Support annual outcome monitoring using LQAS by continued capacity building and technical support to Area Programs/ cluster offices.
  • · Promote impact reporting by supporting quality documentation of significant change and impact stories as well as innovations, and ensuring these are shared to relevant stakeholders using available mechanisms.
  • · Support the roll out of innovative practices, methodologies or initiatives in DME processes; such as GIS, Mobile technology for data collection, horizon 3, etc.
  • · Provide oversight in NO Knowledge Management function.
  • · Lead the rollout of LEAP 3 in the National Office.
  • · Assess risks related to DME, maintain an updated DME MWRAP, monitor risks and ensure they are properly managed.
  • · Ensure lessons in DME are systematically documented and disseminated within and beyond WVB as appropriate. Contribute to organization learning by leading/ participating in operational research and other relevant studies.

Cross Cutting Themes (Gender, advocacy, faith in development, peace and child protection):

  • · Develop World View Technical approach.
  • · Ensure cross cutting themes are adequately integrated in technical approaches and technical programs and reflected in AP DIPs.
  • · Support the rollout of approaches that support integration of cross cutting themes. These include CVA, Spiritual nurture of children, ECAP, Child Protection Advocacy, Community Change, Piloting of Empowered World Views model, etc. Ensure cross cutting themes are adequately mainstreamed in DME processes (Assessments, Design, Monitoring and Evaluation).Provide leadership to cross cutting themes teams.

Programmatic Risk Management:

  • · Provide clear guidance to programmatic (operational) Risk mapping, mitigation and reporting.
  • · Update DME , Operations and ADPs MWRAPs.
  • · Work closely with the compliance and risk manager to ensure that quarterly monitoring reports on implementation of mitigation actions on operational risk are integrated in the NO risk report.

REQUIRED SKILLS INCLUDE:

  • · Master Degree in development, social sciences or related field, and Bachelor in statistics.5 years in Community Development with an international NGO (or similar organization) and also at least 3 years in DME experiences.
  • · Proven ability to conceptualize, innovate, plan and manage programs as well as transfer knowledge with strong facilitation and training skills.
  • · Must have proven analytical and problem solving skills.
  • · Strong oral and written communication and documentation skills.
  • · A leader with ability to work with minimum supervision.
  • · Ability to communicate well in both English and French is an added advantage.
  • · Ability to maintain donor relations through timely and adequate communications.
  • · Proven ability to develop and communicate a common vision among diverse partners.
  • · Demonstrated experience in leadership, strategic management, results based management, staff capacity building, networking, fundraising, design, monitoring and evaluation.

Preferred:

  • · Proven ability to develop and communicate a common vision among diverse partners.
  • · Excellent organizational, analytical, and oral and written communication skills in English Strong interpersonal skills..
  • · Ability to integrate teams of professionals around common goals.
  • · Strong presentation skills. Fluency in English.
  • · Self-driven and results based oriented with focus on achieving clear deliverables on time.
  • · Ability to work under stress.
  • · Ability to work with minimum supervision.
  • · Manage DME unit in a NO with clear performances and deliverables.
  • · Working in a previous DME/ strategy advisory , program effectiveness role at regional level.
