Summary

Program Description:

The primary purpose of the School-Community Partnerships for Education (SCOPE) is to improve literacy outcome for children in primary grades. School learning is enhanced by supportive home environments and communities, and ensuring the provision of quality education and high level of student learning is a community issue that extends beyond the classroom and formal education structures. By fostering partnerships between schools and the broader community, SCOPE will lead to greater engagement by education stakeholders to support schools and improve student literacy skills. SCOPE will consist of three interrelated core activities: 1) Strengthen the capacity of school leadership to improve student literacy through school-community partnerships; 2) Increase effective community and parental involvement to improve literacy skills; 3) Foster a culture of reading.

Responsibilities

The Technical Advisor will provide technical leadership and oversight of programmatic activities to ensure quality, timeliness, and efficiency of all products and activities generated under SCOPE. S/he will provide technical direction to the implementation of program activities and advocacy and networking efforts directed at improving reading proficiency and strengthening the quality of literacy learning utilizing evidence-based practices. The Technical Advisor will work with the project team, USAID and consortium partners to develop the detailed design and annual implementation plans, management and resources plans on all components related to the project. S/he will follow up the day to day of the project operations and implementation to ensure quality and timely delivery. S/he will introduce standards and oversee the quality of the program activities, through the oversight of service delivery under each of the program’s objectives and the identification and replication of best practices. S/he will establish effective communication and coordination with personnel from the Ministry of Education headquarters in order to implement interventions and ensure their incorporation into the Ministry’s priorities. The Technical Advisor will promote the design of strategies and models that strengthen the bonds between the distinct levels of the Ministry of Education in the provision of quality education services, with an emphasis on improve literacy of school-age-children and vulnerable groups in Rwanda.

Requirements

  • A Master's degree in education or a related field from an accredited university is required;
  • Expertise in early-grade reading is required;
  • Expertise in school leadership is desired;
  • Experience developing training and materials for school leadership and/or early grade literacy is desired;
  • Experience working with Rwanda Board of Education (REB), local officials, and/or school leadership is desired;
  • Excellent written and oral communication skills in Kinyarwanda and English (i.e. Level IV fluent) are required.
