PSI seeks highly qualified candidates for the position of Technical Advisor - Programs, Malawi. The candidate will provide effective technical leadership and strategic management of PSI Malawi’s health programs in Reproductive Health (RH), Child Survival (CS), malaria prevention and HIV to ensure implementation of targeted, evidence based andinternational best practice approaches to achieve health impact. The position will also provide technical leadership for the monitoring and evaluation of all health programs. This full-time position is based in Lilongwe, Malawi and reports to the Country Representative.

Your contribution**
You’ll provide technical oversight across a diverse range of health areas with a special focus on malaria and child survival and ensure that our M&E systems capture the necessary data to continually improve program delivery. You’ll be an integral part of the Senior Leadership Team that leads a fast-growing and complex country program.
**
RESPONSIBILITIES:**
The Programs department, comprised of RH, CS, Malaria and HIV teams and Monitoring & Evaluation (M&E) team, is responsible for:

  1. Designing health strategies and projects, including overall health area strategy and log frames;
  2. Preparing donor funding proposals;
  3. Robust implementation of complex health projects to achieve measurable health impact, using targeted evidence-based, best practice approaches;
  4. Monitoring progress against performance (financial and programmatic) and providing feedback back to operational strategies;
  5. Managing donor and government and stakeholder relations and reporting; and
  6. Contributing technical contributions to national level Technical Working Groups and other structures
  7. Working effectively to manage relations with national level sub-grant partners in order to achieve project objectives.
    The Technical Advisor - Programs is directly responsible for the management and overall performance of the Programs department, with each health team responsible for the development and implementation of all project activities, including marketing plans, annual work plans, M&E plans, and management of field operations including health services, communications, program-related distribution and field level sub-grants. The Technical Advisor – Programs’ responsibilities include:
  8. Ensuring all health strategies, project designs and proposals reflect latest thinking in public health technical inputs;
  9. Ensuring all projects set ‘stretch’ DALY/CYP targets and monitoring performance against them;
  10. Monitoring project spend against budgets and project deliverables against set indicators;
  11. Ensure robust MIS systems (including mHealth systems) to meet donor reporting needs;
  12. Ensure all projects meet PSI Global Network Minimum Programmatic Standards;
  13. Build and maintain effective donor relationships;
  14. Build capacity of the programs team through effective coaching, training and supervision;
  15. Provide overall leadership to Programs department while building and supporting the development of the department’s capacity;
  16. Approve requisite program documentation, such as (but not limited to): requisitions; advocacy strategies for health areas; log frames; donor reports;
  17. As appropriate, identify appropriate, new health areas for programming, and develop concept papers and proposals, including donor budgets, as required;
  18. Participate on and actively represent the Program Teams within Senior Leadership Team;
  19. Represent program teams on procurement committees for major procurements;
  20. Contribute to the development, implementation and monitoring of PSI Malawi’s strategic plan.

Our needs

  • Masters degree in relevant field (MPH, MSC, MBA, MSW,) or equivalent experience;
  • Technical expertise in the areas of malaria, maternal and child health preferred. Additional technical expertise in areas reproductive health and HIV would be viewed positively.
  • Technical knowledge in monitoring and evaluation and using evidence for decision making highly desirable;
  • At least 6 years of work experience of managing a team in a developing country and project oversight experience;
  • Experience of effectively working at senior leadership/management level;
  • Experience developing and managing budgets;
  • Ability to work effectively in partnership with a variety of audiences and organizations;
  • Fluency in spoken and written English;
  • INGO experience strongly preferred;
  • Excellent writing, presentation and interpersonal communication skills preferred
