OVERVIEW OF THE POSITION

The client’s mission is to expand the capacity of the UN system and its partners to implement peace building, humanitarian and development operations that matter for people in need.

The client’s mandate is to act as a project delivery platform for UN system agencies, funds and programs, international and regional financial institutions, intergovernmental organizations, donor and recipient governments, and non-profit non-governmental organizations. As a self-financing entity within the UN system, the client ensures that the projects it delivers their partners expectations in terms of cost, quality and time, while at the same time ensuring that these projects collectively meet a broader array of success criteria.

GENERAL FUNCTIONS

Role objective:

Kenya Operational Hub (KEOH) manages more than 60 projects in around 10 countries of eastern and southern Africa. Our client in Kenya helps partners achieve their project goals in sectors including: governance, education, health, the environment, grant management and rural development.

The purpose of the project is to support Somali security institutions, Government stakeholders and international community working under the general oversight of the Human Resources System (HRS) Steering Group to build and, systematically and efficiently manage an accountable and transparent

Expected output:

The Payments Team Observer will be responsible for the following duties:

Observation of the Payments Teams to ensure that all processes and actions are undertaken in accordance with established SOP's for payments of Somalia National Army (SNA) troops, including the bio-metric verification of intended payees.

The Payments Team Observer will report to the Project Manager and the Program Manager through the Senior Payments Team Observers on any irregularities in the payments process that affect the transparency and accountability of cash payments.

The Payments Team Observer will be responsible for assisting in the coordination of payments teams and also be responsible for preparing pay cycle reports to be provided to the Payments Team Observers Manager.

Function as a team member in conducting independent and objective control over payments operations in the field, including identification of issues and opportunities to improve the efficiency, effectiveness and reliability of processes and ensure appropriate use of resources.

Maintain contact with field teams to ensure the payments teams' timely, efficient and sound performance of their respective responsibilities.

Establish and maintain a positive relationship with payment teams.

Develop tools for monitoring of payments in line with project objectives.

Assist the HRS project team with monitoring progress and completion of payments.

Measure progress according to payments timelines, identifying problems. proposing solutions in collaboration with the Project Manager.

Troubleshoot and solve problems at the field level to ensure payments are made in accordance with established SOP's for payments to SNA troops.

Ensure that payments operations are properly documented and quality assure such documentation.

Monitor and report on the status and implementation of payments and appraise the adequacy of the processes applied by the payments teams.

Provide advice on payments related matters.

Provide guidance to payment teams on technical and administrative matters.

Participate in relevant coordination meetings and other working groups.

Other duties as required.

Team management experience is required for this role.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor's degree in in a related area.

Work experience:

§ Minimum of 5 years of demonstrable relevant Administration experience and/or minimum of 5 years of demonstrable relevant Finance & Accounting experience.

Geographical experience:

§ Minimum of 5 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English and Somali are essential.

Key competencies:

The Payments Team Observers Manager will work within the HRS Project Team and will provide regular updates on progress with reference to payments as well as weekly and monthly progress reports as required.

Bachelor’s Degree in related area combined with 5 years of professional relevant work experience.

Good knowledge of roles and activities of the United Nations within complex humanitarian emergency or developmental environments.

Proven ability to produce reports and papers on substantive issues with strict attention to deadlines.

Ability to oversee and report on the work of others.

Excellent drafting ability and communication skills, both oral and written, and good computer skills.

Proven ability to communicate orally, and ability to prepare written reports in clear, concise and meaningful way.

Good interpersonal skills and ability to gain assistance of others in a team endeavor.

Ability and readiness to travel, including to hardship locations in Somalia.

Ability to effectively work in a multicultural environment.

Have a demonstrated ability to live in the conditions of the region.

Knowledge of the UN system and familiarity with our client's procedures will be considered as an advantage.

Fluency in oral and written English and Somali is required.

Leadership — Proven supervisory ability and/or technical leadership. Ability to maintain effective working relations both as a team member and team leader.
