iDE creates income and livelihood opportunities for poor rural households and currently operates in 12 countries. Headquartered in Denver, Colorado, USA, with offices in Canada and the UK, iDE began operations in Mozambique in January 2010 with the goal of improving the income and livelihood opportunities of the rural poor and uses an integrated, value-chain development approach to implement agricultural development initiatives that increase productivity and income for smallholder farmers. iDE Mozambique is currently seeking a M&E Manager to work with key program management staff amongst a number of iDE projects.
SUMMARY
· The M&E Manager works with key program management staff to ensure that all project and program information needs are met. This includes ongoing performance reports and dashboards for management as well as periodic results reporting for donors and investors.
· The M&E Manager is responsible for the smooth operation of iDE Mozambique monitoring systems, as well as coordinating periodic evaluations and leading the further development and strengthening of reporting systems.
· This position reports directly to the Country Director and works closely with program management staff across iDE Mozambique projects and areas of operation.
· The M&E Manager will be based in Maputo with frequent travel up to 75% of his/her time in provinces where iDE implements projects
ESSENTIAL DUTIES AND RESPONSIBILITIES
MANAGEMENT INFORMATION
· Work with managers and field staff to ensure the timely collection and input of key monitoring data;
· Manage in-field data collection processes and access, particularly the operation of mobile data collection tools;
· Ensure data completeness and integrity using iDE’s cloud database (on the salesforce.com platform);
· Provide managers with timely updates on key program metrics, per agreed templates and formats;
· Provide managers with timely performance reports for specific donor and investor reports, per agreed templates and formats;
· Provide iDE HQ with monthly key performance indicator updates.
EVALUATION
· Identify key evaluation questions for iDE Mozambique, driven by external reporting requirements and internal information needs;
· Develop – with the support of iDE’s Global iQ Team – specific evaluation and data-collection plans;
· Coordinate and implement evaluations, with responsibility to ensure all aspects of data collection, transmission, storage and analysis are completed in a rigorous way;
· Analyze – with the support of iDE’s Global iQ Team – evaluation data;
· Write evaluation reports, clearly documenting methods, findings and conclusions / recommendations.
· Communicate relevant evaluation findings to program managers to ensure that learnings are leading to program improvement.
SYSTEM DEVELOPMENT
· Identify areas for improvement and specific recommendations for strengthening existing systems;
· Work with iDE’s Global iQ Team and Mozambique management to develop specific plans for system development;
· Coordinate the implementation of system improvements.
BUSINESS DEVELOPMENT
· Support the development of project proposals with key program achievements, input on measurement and evaluation plans, including drafting logical frameworks, identifying appropriate indicators and documenting monitoring and evaluation plans.
OTHER DUTIES AND RESPONSIBILITIES
· Participate in iDE’s global development of monitoring and evaluation capacity through periodic conference calls with the Global iQ Group and sharing of results and experience from Mozambique.
SUPERVISORY RESPONSIBILITIES
· Employee to manage a small team of M&E assistants;
· Employee is expected to manage his/her workload independently with accountability for project outputs and deadlines;
· Employee is expected to exercise independent judgment on evaluation design and implementation and advise managers and field staff on best practice;
· Employee's work is complex and variable in nature.
QUALIFICATIONS
· Demonstrated quantitative analysis skills;
· Familiarity and preferably proficiency with industry-standard statistical software (Stata, r, etc.);
· Demonstrated experience and skill in database development and management (specific experience with salesforce.com an asset, but not required);
· Demonstrated experience with mobile field data collection tools (odk, KoBoToolbox, TaroWorks, etc.);
· Demonstrated ability to analyze and present data in a way that supports meaningful conclusions, recommendations and decision-making;
· Demonstrated ability to work independently and take initiative on projects;
· Track record of delivering reports on time and to specification;
· Oral and written proficiency in both Portuguese and English;
· Strong interpersonal skills and the ability to communicate effectively across language and culture barriers;
· Demonstrated knowledge of current issues in impact evaluation and international development research;
· Willing and able to travel extensively in areas with minimal infrastructure or services (will have a lot more fun if this is seen as a perk);
· Mozambique national.
EDUCATION and/or EXPERIENCE
· Minimum Bachelor's degree in relevant field (Economics, Statistics or Information Technology preferred) with preference given to those with Master's degree;
· Minimum five years of relevant monitoring and evaluation experience.
