Job DescriptionAs a rapidly growing organization, we are constantly innovating and improving our Monitoring and Evaluation Department. The M&E team manages 4-6 large scale survey projects, and sometimes 10 or more ad-hoc survey projects. In all, survey projects fall within a set of themes:
- Annual OAF Impact Assessment
- Core program strategic inquiry
- Support projects for other department inquiries
M&E Specialist will own a number of projects, including managing discrete components of surveys or rolling out new systems such as introduction of tablets for survey data colletion. This role has the potential to grow into an M&E Associate position with good performance. A few example projects are listed below:
2015-2016 Impact Assessment Design & Data Management
· The M&E Specialist will work closely with M&E leadership to assess the precision and methodology of the 2015 OAF Uganda Impact study, and design adjustments and improvements for 2016.
· The M&E Specialist will be in charge of updating, rolling out quality control tools and assignments (as per the department’s Performance Management system)
· The M&E Specialist will work in partnership with the field team and supervision teams to track project progress and challenges.
· The M&E Specialist will assemble elements of the final 2015 Impact Analysis
Design & Roll out of 1-2 small or mid-scale surveys under the “Strategic Inquiry” theme and/or in support of other departments
· In these assignments, the M&E Specialist will take a leading role in the planning, design, field pilots, editing, training, and full roll out process.
· The M&E Specialist will lead the write up of the final analysis for these projects, to be presented to internal project stakeholders.
Performance Management system updates, analysis, and administration
· The M&E Specialist will work with department leadership to ensure that field projects have up-to-date, objective quality check protocols in place, that quality-check data is updated and reviewed 1x per week, and analyzed thoroughly 1x per month.
· The M&E Specialist will present the weekly and monthly assessments of performance management data from the field upwards to leadership, laterally and downwards to field staff, and will synthesize feedback and follow up with information for these stakeholders.

Qualifications
We are seeking exceptional professionals with a minimum 2-3 years of work experience, and a demonstrated long-term passion for development work. Candidates who fit the following criteria are strongly encouraged to apply:
- Work Experience: Candidates should have 2-4 years of strong work experiences, collecting data in a rural setting. Candidates with a background in M&E preferred.
- Leadership:We are looking for candidates with demonstrated leadership experience at work, or outside of work. Examples of demonstrated leadership experience include managing a team, leading a survey or initiating a new project.
- Education:Strong undergraduate background at top East African University or international university. Degrees in the sciences, mathematics, statistics or similar field is strongly preferred.
- Communication: Excellent written and oral communication.

- Rural Fit. A willingness to commit to living in rural areas of Uganda for at least two years.
- Other Skills: Proficiency with Microsoft Excel as well as --
- Ability to design basic data-entry spreadsheets in “database format” (observations horizontally across, 1 variable per column) with useful data validation
- Ability to extract summary statistics using both Pivot Tables and Excel formulae.
- Experience (mid-level) in statistical packages—either STATA or R is preferred but not required.
- Language: English required. Knowledge of Luganda, Lusoga or other Ugandan languages strongly preferred.
