Kenya: KENYA MENTOR MOTHER PROGRAM (KMMP) IMPACT AND ECONOMIC EVALUATION

The purpose of this consultancy is to develop a policy brief drawing on the KMMP Impact and Economic Evaluation Report, through undertaking the following:

· Based on desk research, describe the status of PMTCT in Kenya and contextualise KMMP and National AIDS and STD Control Program (NASCOP) and M2Ms role in KMMP against this background

· Review and present key points/results across all 3 components of the external evaluation:

o Health outcome & Health impact

o Psychosocial wellbeing outcomes and impact

o Economic Evaluation

· Review relevant existing policy and strategy documents in RMNCH/HIV/PMTCT services to identify existing gaps and opportunities for integration and scale up of KMMP.

· Review and present key policy issue from the client and stakeholder qualitative feedback evaluations for KMMP

· Drawing on the external evaluation as well as on the contextual desk research and policy analysis, present cogent arguments in support of the external evaluation recommendation for institutionalizing / scaling up KMMP nationally.

Key Performance Areas:

· PMTCT TWG and specifically NASCOP will provide the KMMP Evaluation Reports and make suggestions regarding sources for literature review / desk research. However, the desk research / literature review must not be limited the aforementioned stakeholders suggestions only. It is expected that the consultant will source all relevant documentation whether suggested by NASCOP or not.

· NASCOP will provide feedback on draft submissions

· M2M will take responsibility for the final packaging (design and lay-out), based on the template review undertaken by the consultant

Qualifications and Experience Required:

· Master’s degree in health sciences or a related field, or commensurate experience

· A minimum of 5 years’ experience in working in the field of policy development in Public Health in Kenya

· Strong analytical skills

· Experience in producing policy briefs in Public Health

o Background/Context

o A clear statement of the problem

o Short overview of the root causes of the problem

o Clear statement of policy implications of the problem that clearly establishes the current importance and policy relevance

· In addition to presenting the text (narrative), the service provider will review the layout and format of similar policy briefs, and submit the 3 best templates to m2m for consideration in packaging the policy brief.

· The policy brief, text / narrative and visual presentations (graphs, tables etc.) should not exceed 4 pages.

· Visual presentation as well as compelling evidence and cogent arguments will be taken into account in NASCOPs and M2M review and sign-off on the final product.
