Reporting to: Innovation Engagement Officer, UNHCR Innovation and the Learn Lab Manager, UNHCR’s Education Unit

About the Accelerator

One of the key outputs of UNHCR’s Global Education Strategy 2012-2016 is to seek innovative means of enhancing and expanding educational opportunities for refugees. To help achieve this goal, the Education Unit, within the Division of International Protection, partnered with UNHCR Innovation in late 2012 to form the Learn Lab. This lab has created an enabling environment for testing new approaches to ensure quality education for displaced communities.

As part of this work, UNHCR has entered into a new program in collaboration with the UK’s Department for International Development (DFID) and UNICEF. This program has two components: 1) The Amplify Program (Phase I), approved in October 2014, is currently active and is sourcing and testing innovations that respond to the challenge of maintaining and improving learning in conflict contexts; and 2) The Take to Scale (TTS) Program (Phase 2), which aims to build on lessons learned from the Amplify Program by evaluating promising emergent approaches –proposed by innovation/implementation teams - and generating lessons on the process of their scaling up. The second phase will launch a Take to Scale Accelerator for education in emergencies. This phase will seek to embed evaluative practice into the scaling process enlist expertise from external evaluators to build a robust evidence base of effective innovations. It will also identify factors that enable effective scaling-up of small-scale successes to meet the large-scale education demands that governments and partners currently face. Within Phase 2, UNHCR is responsible for coordinating partnership grants and overseeing the mentorship and training provided to grantees. UNHCR will work in partnership with UNICEF, who will be responsible for contracting an Evaluation Services Provider (ESP) - a firm or a consortium. This organisation will be responsible for building the generation of evidence component, for the five innovative interventions selected in the program and for the overall Phase 2 approach.

About UNHCR Innovation

UNHCR Innovation is a multi-year, inter-divisional initiative looking for more efficient, effective and creative solutions to challenges that refugees face across UNHCR operations worldwide. The ultimate goal of our action is improved refugee protection, empowerment, and dignity. We do this by rethinking the way UNHCR works, the way it involves refugees in the design of the programs, and the way it looks at good practices in the humanitarian and private sector.

Purpose and Scope of Assignment

The main objective of this consultancy is to provide digital and communications support to the Humanitarian Education Accelerator project. Specific roles and responsibilities will be assigned under the guidance and supervision of the Innovation Engagement Officer and the Education Learn Lab Manager.

The duration of assignment would be from 31 May until 31 July 2016**.**

Responsibilities

  1. Coordinate with the Innovation Engagement Officer and the HEA programme coordinator in the development of high-quality digital and print communications material.

  2. Liaise with the Innovation Engagement Officer and the HEA programme coordinator and contracted designers in developing a full website dedicated to the Humanitarian Education Accelerator.

  3. Consult and liaise with multiple partners in the sourcing of information related to the progress of the Humanitarian Education Accelerator, in tandem with the overall schedule of the program.

  4. Write and edit all content relating to the Humanitarian Education Accelerator program including social media content, website content, technical documents, and other assets.

  5. Update the Humanitarian Education Accelerator website with relevant, timely, and engaging content.

Qualifications and Experience

Essential

· Advanced university degree (Master’s or equivalent) in communications, digital marketing and/or social sciences;

· At least two to three years of relevant work experience in either; communications, marketing, journalism or media relations;

· Strong experience in understanding and developing digital content;

· Experience and knowledge of updating web content and overall content management;

· Understanding the audience journey and how best to optimize their experience;

· Experience interacting with and coordinating with multiple partners;

· Experience with digital engagement, including a firm grasp of all key digital channels;

· Excellent written and verbal communications skills;

· Experience of operating to and delivering on targets within agreed timeframes;

· Ability to effectively work within cross-functional teams in a collaborative environment;

· Strong independent decision-making, organizational, planning, and problem-solving skills;

· Good computer literacy;

· Fluency in English;

Desirable

· Working knowledge of additional UN languages;

· Knowledge of the role of innovation in the humanitarian field;

· Experience working in a digital capacity within a large organization or UN agency;

· Demonstrated interest in humanitarian work with UNHCR’s mandate;
