Department Overview
Pact seeks a Programme Engineer for the anticipated Bilateral Labour Intensive Stabilisation Programme in Somalia, funded by the Royal Norwegian Embassy. The programme will provide immediate benefits to communities in areas newly recovered from Al Shabaab, or in areas under threat by militant groups, as well as strengthen the ability of the government, including local authorities, to function and provide relevant services for Somali citizens.
Position Purpose
Reporting to the Team Leader, the Programme Engineer for the anticipated Bilateral Labour Intensive Somalia Stabilisation Programme will lead and oversee the development of the programme’s peace dividend projects.
Key Responsibilities:
- Conduct assessments of prioritized projects to ensure technical and environmental viability
- Lead technical design of identified projects including drafting of BoQs, works specifications and contracting documents
- Conduct monitoring visits for overseeing work and progress on peace dividend projects
- Undertake regular inspection and quality control/quality assurance of the works
- Provide project oversight and supervision for site supervisors and team of laborers
Manage project objectives to ensure projects are on budget and in time for completion against the workplan**Basic Requirements:**
University degree in civil engineering from a recognized University, or equivalent
At least 7 years of experience in construction engineering including projects related to civil works, public services, office buildings, road construction, industrial buildings etc.
Significant experience as onsite field manager of rapid set up projects and in design of community projects
Previous experience in humanitarian projects, particularly with a governance, peacebuilding, or youth and gender focus
Ability to work and travel in Somalia
