Proposal Objective:
SI is preparing a proposal for the USAID mid-term evaluation of the Toward Enduring Peace (TEPS) in Sudan. The principal purpose is to determine whether the program is on track to achieve its goals. Specially the evaluation must assist USAID in assessing the efficiency and effectiveness of the contractor’s management of the program, and specifically the Transition Activities Pool component; ascertaining to what extent the program is on track to achieve its goals and objectives; identifying any mid-course adjustments; determine the overall effectiveness and appropriateness of the overall approach of conflict mitigation and governance programming; and determine the effectiveness of community-led bottom-up approached and empowerment of local community in strengthening the foundation for democratic and peaceful Sudanese development.
Position Description:
SI is seeking am Evaluation Expert for this mid-term evaluation. The Evaluation Expert will be responsible for all monitoring, evaluation, and learning activities. The Evaluation Expert uses USAID evaluation quality assessment tools and guidelines to check the quality of evaluation. The period of performance for the evaluation is September 2016 – March 2017.

Responsibilities:
- Coordinate all monitoring, evaluation, and learning activities.
- Use USAID evaluation quality assessment tools and guidelines to check the quality of evaluation.
- Ensure that evaluation findings are timely and relevant to Mission strategic plans.
Qualifications:
- Sudanese national.
- Bachelor’s degree in economics, statistics, business, international development, or related field required; advanced degree highly preferred.
- Minimum three years of experience designing and conducting evaluations, two of which must be in the assessment and analysis of conflict and/or democracy and governance programs in the developing world.
- S/he must have deep knowledge of evaluation methodologies and their practical applications and data analysis skills.
- Ability to understand and coordinate evaluation activities, including oversight and development of evaluation tools.
- Experience and familiarity with USAID evaluation quality assessment tools required.
- Must be willing to travel around Sudan.
- Must be fluent in English.
