NRC has long demonstrated experience from operating in hard to reach areas in the Horn of Africa region, including Somalia, South Sudan and Yemen. Remote management transfers greater responsibility to local staff, local partner organisations or private contractors. Guidance notes and standard operating procedures have been developed for remote management with regard to Financial Management, Programme Management and Security Management. NRC’s current Remote Programming operational model focuses on programmatic, human resource and financial aspects of remote management. Through this project, the NRC intends to further enhance the understanding of NRC’s remote management in logistics operations to further improve its ability to respond to emergencies in remote and hard to access areas within the region and contribute to NRC’s main current global priority of “strengthening NRC’s ability to work in increasingly complex contexts and secure access to basic services and protection for the ‘hard to reach’ and most ‘vulnerable displaced’ .
The main purpose of the consultancy is to conduct a research study on Remote Logistics Management in Hard to Reach Areas within NRC regional operations and develop standard operating procedures (SOPs) that will contribute to enhance NRC’s logistics operations in hard to reach areas within NRC regional operations
The research will be conducted in Horn of Africa, South Sudan and Yemen region. The consultant will be required to visit pre – selected NRC country offices to facilitate the research and gather information. The Consultant shall use various tools (from NRC existing tools or/and other tools) and methodologies to carry out the research. The common methodologies that can be used are focus group discussions, surveys, structured interviews, informal conversations, etc

Job description

  • SHOULD YOU NEED THE DETAILED TOR, IT CAN BE SHARED WITH YOU. HERE IS A SUMMARY
  • Literature review and stakeholder consultation on Logistics operations in hard to reach areas.
  • Review of existing NRC’s remote management model including but not limited to logistics systems, handbooks, standard operating procedures (SOPs) and documentation.
  • Conduct research on NRC Horn of Africa, South Sudan and Yemen regional logistics operations in hard to reach areas.
  • Consultation with humanitarian actors within the region on remote logistics management and what systems and modalities exist in the humanitarian sector.
  • Presentation of research study, findings and recommendations to NRC regional management.
  • Development of standard operation procedures for remote logistics management in hard to reach areas.
  • The main deliverables of this consultancy will be:
  • A Research Study on Remote Logistics Management in Hard to Reach Areas within the Horn of Africa, South Sudan and Yemen region.
  • Standard Operation Procedures (SOPs) for remote management logistics in hard to reach areas.

Qualifications

  • Advanced degree in economics, business administration, logistics, development studies, international relations or related field.
  • At least Five years of demonstrated research work experience preferably in humanitarian context. Experience in working in Horn of Africa, South Sudan, Yemen or any similar displacement situation is a highly added value.
  • Experience working with an international organization, United Nations or international NGO is essential.
  • Strong analytical skills and proven experience in primary and secondary data collection techniques.
  • High level of professional expertise/knowledge in logistics operations.
  • Experience working in complex and volatile contexts, and ability to work independently in a result oriented and multi-cultural environment.
  • Experience in developing and implementing policy/strategic guidance, and developing practical tools and resources;
  • Fluency in English.

We offer

  • Contract period: 3 Months
  • Salary/benefits: According to NRC’s general directions
  • Duty station:Nairobi/Horn of Africa. Some travelling to some country offices in the region must be expected for conducting the research
