Overview

TRANSFORM/Monitoring, Evaluation, Learning, and Adapting (MELA) contract will be a five year contract that will provide technical assistance to monitor performance and measure the impact of the TRANSFORM interventions. TRANSFORM/MELA will be responsible for collecting, analyzing, communicating high quality monitoring and evaluation data for USAID/Ethiopia, with the purpose of guiding the USG and GOE in adaptive learning and management of its EPCMD portfolio. This contract will be implemented in parallel with the other TRANSFORM awards, and is responsible for completing detailed baseline, mid-line, and end-line evaluations.

Additional MELA activities will include but are not limited to: external performance evaluation of select interventions, high-level monitoring of broader EPCMD result areas, geospatial analyses, and learning forums. Utilizing and strengthening M&E capacity of local Ethiopian systems will also be a major component of TRANSFORM/MELA. It is anticipated that learning generated from this contract will provide strategic information for programmatic decision-making throughout the life of TRANSFORM, and help determine necessary realignments of resources for greatest public health impact.

Responsibilities

Work closely with the Chief of Party to:

  • Manage day-to-day operations and oversight of field-based staff technical consultants
  • Lead program implementation towards program results and outcomes including the coordination and collection of M&E data to derive lessons learned for TRANSFORM activities.
  • Ensure quality and timeliness of all contractual deliverables and performance targets
  • Ensure smooth operations including financial management oversight, planning and monitoring
  • Develop and monitor internal systems and procedures ensuring efficient and proper use of resources.
  • Supervise all field-based program staff including a range of technical experts and consultants
  • Maintain positive working relationships with project stakeholders and partners, including TRANSFORM implementing partners, Government of Ethiopia stakeholders and USAID health team

Qualifications

  • Graduate degree or higher in International development/health, organizational development, management, financial management or other relevant field
  • At least ten years of experience in public or private sector management, administration, planning and/or international development or a related field
  • At least eight years of supervisory and organizational management experience in a multicultural setting
  • Demonstrated experience successfully managing multi-faceted activities of similar size and scope
  • Experience in Ethiopia and/or the East Africa region working with the public sector, the private sector, community-based organizations, local government or international donors
  • Knowledge of USAID evaluation policy and demonstrated experience with USAID requirements in performance monitoring and evaluation.
  • Demonstrated knowledge and experience in monitoring results and indicators for health sector programs, with particular emphasis on WASH, RMNCH and health systems strengthening.
  • Ability to be flexible and work well under pressure, dealing with competing priorities, in a fast-paced team environment
  • Excellent interpersonal and communication skills (oral and written), including the ability to communicate effectively in a multi-cultural environment
  • Fluent in spoken and written English, proficiency in Amharic is desired.
