DEPARTMENT/UNIT: Health & Nutrition

SUPERVISOR: Program Director

WORK LOCATION: Based in Juba, South Sudan with at least 50% travel to project sites in South Sudan

JOB SUMMARY (Overall Purpose):

The position manages all of World Relief’s current health and nutrition activities in multiple project sites in South Sudan. The candidate also provides technical assistance and direction and oversight to the programs with the overall goal of developing local capacity to sustain health programs in the long term.

Position is contingent on the security situation, the applicant’s ability to secure a work permit in South Sudan, and continued funding for the health and nutrition programming.

MAJOR DUTIES AND RESPONSIBILITIES:

Technical / Management

• Manage supervision of all World Relief’s health and nutrition programming in South Sudan.

• Support the implementation of timely and accurate data collection systems, monitor data for accuracy, and respond appropriately with programmatic changes as needed to meet targets.

• Design and implement KAP and SMART surveys.

• Organize, facilitate and/or provide training for nutrition and health personnel based on programmatic needs and gaps.

• Conduct regular monitoring and evaluation assessments against project objectives.

• Contribute to the design and implementation of needs assessments and operational research to be integrated in the development of evidence-based intervention in the health/ nutrition sectors and in the review of ongoing projects.

• Play an active role in HRP contribution, investigate upcoming Requests for Applications (RFAs) and develop proposals, budgets and project review processes.

• Develop and manage a comprehensive activity plan covering the time frame of the project proposals.

• Ensure the quality and sustainability of the project outputs.

• Coordinate health activities with Ministries of Health, UN agencies, cluster mechanism other implementing partners, and relevant funding agencies.

• Coordinate health and nutrition program development with local counterparts (South Sudan Ministry of Health (SSMoH), County Health Department and local leadership) with a community development approach at all stages of program planning and implementation.

• Ensure compliance with WHO and the Government of South Sudan (GoSS) Ministry of Health (MoH) guidelines and policies in each program component.

• Promote the development of sustainable health and nutrition programs by offering creative ideas and new approaches to solving problems in the health and nutrition program.

• Ensure accurate and timely reporting of activities (monthly, quarterly and final reports).

• Facilitate regular project review meetings with project managers and ensure good progress towards project objectives and work plans. Take corrective action where required.

• Keep abreast of national policies, laws, strategic direction and the strategic direction in the field of health and nutrition services provision and suggest program adjustments accordingly.

• Represent WR Health sector and support Project Managers in project or organizational visits, for example donors’ visits etc.

• Coordinate with the Program Director and other World Relief Sector Program Managers to ensure an integrated and complimentary approach to programming.

Logistics and Administration

• Coordinate with and orient logistics department to ensure all health program related procurement is of desired quality

• Coordinate with the logistics and ensure all program supplies are available on site in a timely fashion.

• Ensures that health project stocks are managed, transported and maintained correctly.

• Coordinate with the finance department to ensure accurate accounting of project finances as well as effective cash-flow.

• Ensure budget expenditure is in line with approved budgets and WR and donor financial policy and procedure

• Review monthly financial expenditure reports with project managers and Finance department and initiate corrective action as required

• Approve budget modifications within authority and prepare requests for revisions to donors

• Facilitate, with the project managers, the timely preparation of project-based costed work plans

Staff Management

• Directly supervising and managing a team of Health and Nutrition program managers who are assigned to different geographic areas providing clear leadership and regular performance feedback.

• Provide training and/or ensure training is availed to all National staff in the health and nutrition sectors (within budget and operational constraints).

• Ensure effective project team structures, clarity of roles and responsibilities among the project teams, and effective coordination and communication between team members.

• Any other duties assigned by immediate supervisor.

PHYSICAL DEMANDS:

• The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

• This is a field based position and will require exposure to high temperatures, bright sun, wind, and conditions normally associated with arid environments.

• The incumbent should expect to spend considerable time traveling by land over rough terrain.

Qualification

ESSENTIAL - Master’s Degree in public health, nursing, or related field

DESIRABLE - Medical doctor or senior nurse with public health qualification desirable

Work Experience

ESSENTIAL - At least 5 years providing leadership to nutrition and health related programs.

Staff management experience

Solid understanding of links between emergency and development programs, familiar with project cycle management

DESIRABLE - Clinical experience and/or health systems management experience.

Experience in donor reporting with USAID, EU, CIDA, UN Agencies

Languages

ESSENTIAL - Excellent English (oral & written)

DESIRABLE - Ability to understand and/or communicate in Arabic

IT

ESSENTIAL - At ease with Microsoft Office programs (in particular with Word & Excel), Internet, and e-mail writing.

DESIRABLE - Knowledge of and practical experience in the development of didactic materials for training
