JOB CONTEXT :
Since 2006, the context in South Sudan had evolved towards post-emergency and development, and the decision was made in October 2008 to transition the programme in South Sudan from the Emergency to the Direction of Development Action as of June 2009. Between 2009 and 2011, several projects in line with this strategy of shift were developed and progressively implemented. Anyway, considering the instability of the country, the program decided in 2013 to not close the door to emergency and to reframe its capacities to be able to manage both. Beginning of November 2013, the program finalized its 3 years strategic framework (2013 – 2016), defining key operational, managerial and financial milestones to reach.
Three weeks later, in December 2013, the country broke down in a violent internal war, still ongoing in 2015, driving the populations into a protracted crisis. Consequently, the program developed both approaches, by answering to the new emergency and by readjusting/keeping its long term projects.
At March 2016, the program includes:
- An emergency component with
o Juba IDPs camps, shifting to a psychological support and targeted assistance to persons with specific needs
o An emergency flying team - A long-term component with
o A Victim Assistance project based in Yei County, including rehab, livelihood and advocacy components
o An Inclusion / DPOs project focusing on mainstreaming disability among development processes and support to DPOs
o A Mental Health and Psychosocial Support project with Juba Teaching hospital & Juba Central Prison
YOUR MISSION:
As project manager you ensure the efficient management of the project in South Sudan : ‘‘Touching Minds, Raising Dignity. Stop the stigma of people living with mental health problems’’. This is a multi country project covering 4 countries in crisis and post-crisis: Togo, Lebanon, Madagascar, South Sudan. The four countries have in common the fact of being traversed by chronically situations of social , economic and political crisis resulting precarious socio- sanitary conditions, weakening public infrastructure in general and undermining the capacity of "living together". It is in this context of chronic crises HI chose to develop different models of interventions to improve the mental health of individuals and communities. These models of interventions, all defined from institutional contexts, partnership and local professionals, designed to meet the needs of people living with mental health problems to prevent any risk of stigma, that it takes the form of discrimination, stigmatization, social exclusion or imprisonment.
The total duration of the project is 48 months and started in year 2014. This project in South Sudan is funded by Agence Française de Développement (for the period 2014-2017) and European Union (for the period of 2016 and 2017). The project is being implemented in Juba, Central Equatoria state in close collaboration with two local partner organization with a flexibility according to emergencies.
Under the direct responsibility of the Operational Coordinator, and in close coordination with rest of the HI team, relevant technical advisers, and regional coordinator, you are responsible of:
• effective implementation of the project on a result-based approach
• good management of the project team composed of 4 people
• technical quality of the project and the documentation of experiences and best practices
• reporting (activity reports, donor reports…)
• representation
CANDIDATE’S PROFILE :
• You hold a Master Degree in Public Health, Psychology or Humanitarian project development
• You have at least 3 years of experience as project Manager with NGOs and civil society in developing countries, in the area of mental health, psychosocial activities or Community Based Rehabilitation
• You have proven ability in mobilizing community networks, to manage a partnership and show diplomacy abilities
• You have excellent reporting capacity
• You are stress resistant in a very challenging surrounding and have patience and flexibility abilities
• You are fluent in English; Arabic or/and French would be a plus
SPECIFICITES/PARTICULARITES DU POSTES :
• Job environment: Juba is the capital of South Sudan. The town offers some facilities as bars, restaurants, gym and swimming pools but with a variable curfew
• Housing: The office and the Guesthouses are separated in Juba. Both premises are in the center of Town. The accommodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. City Power is non-existent, but a generator is running in the morning and at the evening time at pre-determined hours. There is a TV in the dining room with DSTV (cable) and the Guesthouses have internet/wireless facility. Collective (taken in charge by Handicap International)
• Security conditions: variable curfew up to 10 PM and adjusted depending on security situation. Juba is accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limits movement from May/June to September/October, including internal flights, and severely hampers most road connections
• Starting date : 15th May 2016
• Length of the contract: minimum 12 months renewable and negotiable
• Employee or volunteer status, according to experience :
Employee: 2050-2350€ gross/month regarding the position and the experience of the candidate + expatriation allowance of €457 (+ cost-of-living regarding the allocation basis on field) + medical health coverage, retirement planning, repatriation insurance
Volunteer: volunteering allowances 750€/850€ + perdiem allowances paid on field, based on local cost-of-living. Insurances: health coverage, planning, repatriation, retirement (if senior volunteer
