Burundi: Finance & Administrative Director (Fluent in French and English)

For our office in Burundi HealthNet is looking for a pro-active, energetic and pragmatic Finance & Administrative Director to further develop the capacity of the departments.
About us

HealthNet is a Dutch aid agency that works on health in areas disrupted by war or disasters. In these areas people are facing the immense task of rebuilding society while they suffer from poverty, diseases and the emotional consequences of conflict. We use ‘health’ as both a goal and means: the goal is to reach accessible health care for all. By working on that together with local communities we use ‘health’ as a means to bring people together and to restore mutual trust. We implement projects in countries such as Afghanistan, Burundi, South Sudan, North Iraq, and Nepal.

In Burundi, HealthNet has an annual budget of around 3 million Euros and operates in 7 provinces. HealthNet has offices in approximately 7 provinces. Its main office is located at Bujumbura province.

Your department

The Finance and Administration Department in Bujumbura including its field staff is responsible of all the accounting and administrative matters including the management of Human resources, legal affairs, logistics and fleet management. The Finance and Administrative Department consists of approximately 40 staff.

Your key accountabilities and responsibilities:

As Finance and Administrative Director (DAF) you report to the Country Director, lead the department and will be responsible for all department matters including the AO / IC (Administrative Organization and Internal Control. You will strengthen the team by building capacity via training, mentoring and other methods as required. Your main tasks will be:

Finance · Ensures timely financial reporting to the donors and other third parties (such as tax authorities) in close collaboration with HealthNet Amsterdam
· Ensures that all financial administration is up-to-date, correct and submitted to HQ on time
· Responsible for liquidity and procurement planning
· Keeps the Country Director and fellow Management Team members informed about financial & administrative issues
· Responsible for preparation of annual budget and periodic reviews this includes supporting the program managers on formulating their budgets. Ensure that they are regularly informed on progress and signals possible over and under spending

AO/IC set up and policy implementation · Responsible for the AO/IC within all Burundi offices and programs. Ensures HealthNet Burundi is compliant with all donor regulations and local laws
· Provide input toward strategic planning
· Manages internal and external audits. Report and investigate fraud.

HR, Logistics and Administration · Is responsible for HRM planning, issues and legal compliance in close consultation with the Country Director
· Responsible for annual procurement plan and the review of plan on a quarterly basis
· Is responsible for the purchase and maintenance of HealthNet project assets inventory, and services.
· Ensures that all offices of HealthNet Burundi are equipped and have a regular supply of materials

Other · Represents HealthNet at different levels of society and develops relationships with donors, local and national governments, partners and other stakeholders
· Is the focal point of security of HealthNet Burundi

You are / have

· BA degree in business administration, business economics or a related discipline, CPA,OPC or equivalent preferred;

· More than 7 years experience in the field of Financial and Administrative Management with at least 3 years in a department manager role

· Proven experience in capacity building;

· Experience and familiar with management processes and techniques, strategic planning, resource allocation, human resources modelling and the coordination of people and resources

· Experience with donor regulations

· Fluent (speaking and writing) in both French and English

Excellent Communication skills

· Have excellent planning and organization skills

· Strong analytical skills

· Knowledge of Burundian laws, legal codes, court procedures, government regulations etc is preferred.
