Counterpart International is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID program that will enhance civic participation in public policy making and political processes. Working with civil society and media organizations, the program will aim to achieve this goal by increasing civil society engagement and consultation in decision-making and improve the overall environment for political participation and transparent elections.
The DCOP will support the Chief of Party in overall project management responsibilities, including government relations, media strengthening, and civic participation. S/he will be expected to interact regularly with project and Mission staff, as well as with CSO partners and other local stakeholders. The anticipated position will be based in Kigali, Rwanda; Rwandan nationals are encouraged to apply.
DUTIES AND RESPONSIBILITIES:
• Support the Chief of Party in the overall management of the program.
• Provide technical support in the areas of civic participation, civil society strengthening, and media development.
• Lead efforts to enhance civil society provision of civic education to inform and empower citizens and strengthen civil society’s engagement in public dialogue, policy advocacy and oversight.
• Support the development of program strategies, planning, and implementation of program activities while ensuring cohesion among the program components, with attention to gender integration and social inclusion.
• Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
• Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
• Represent Counterpart to USAID, local and national governmental authorities, local CSOs, community organizations, and other donor organizations.
QUALIFICATIONS:
• A Master’s degree political science, public policy, communications, international development, and/or other related field is preferred.
• At least seven years’ experience implementing programming in the areas of organizational capacity development, civil society, media, and civic participation in East Africa.
• Minimum three years’ management experience, including leadership and management skills within a multicultural team.
• Previous experience working on civic participation and institution building within a post-conflict environment.
• Demonstrated commitment to gender integration and social inclusion, especially working with women, youth, persons with disabilities, and LGBT community, in African context.
• Experience administering sub-grants under a U.S. Government-funded program preferred.
• Excellent organizational, analytical, oral, and written communications skills.
• Demonstrated knowledge of civil society, media, politics, and social contexts in Rwanda required.
• English and French fluency are required; professional proficiency in Kinyarwanda strongly preferred.
