The principal objective of the project is to promote sustainable water resources development and catalyze water sector investments in Somaliland. The main objective of the consultancy services is to assist the African Water Facility to undertake the technical studies and prepare the water resources management and investment plans and support implementation of priority rehabilitation works.
The specific objectives of the consultancy services are to (i) prepare national Integrated Water Resources Management Plan for Somaliland; (ii) prepare bankable investment projects and programmes for implementation (iii) support implementation of implementation of priority rehabilitation works and (iv) provide sector support and capacity building. The consultant will be required to prepare and submit the following main reports:
Inception Report that will provide the result of the existing situation assessment and compilation of data and information and a review of the proposed implementation schedule and present detailed work plan.
Interim Report prepared on completion of the thematic studies and analysis stage will elaborates the nature and outcomes of the analysis undertaken and key issues that will be considered in the basin plan preparation.
National Integrated Water Resources Management Plan Report that will provide the strategic development plan elaborating the short, medium and long term development action with investment estimate and implementation mechanisms.
Priority Projects Preparation Report that will elaborate the priority projects considered for implementation in the short term period with the investment mobilization strategy and implementation plan. The investment strategy will be prepared as standalone report for submission on the resources mobilization roundtable during the project period.
Final Project Report: The final study report will provide the consolidated output from the assignment and will be submitted at the end of the assignment period.
The estimated duration of services is twenty (20) months from date of contract signing with an estimated starting date of early July 2016.
The team leader (**18 months**) will be responsible for the overall study planning and implementation as well as coordination and management of the experts proposed for the study. He/she will promote the exchange of knowledge and experience between the team members, provide liaison with the relevant ministries and other stakeholders and assure timely and accurate reporting. As a Water Resources Development Planner he/she will be responsible for the overall water allocation study; and master plan formulation and water resources development project preparation.
Minimum MSc in water resource engineering or similar, Post-graduate management desirable, and 20 years of experience partly in Africa, related to water resources project preparation, river basins planning and modelling, water resources management and integrated water resources development.
