ORGANIZATIONAL BACKGROUND

CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programmes go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been providing assistance to communities in Somalia since 1981. It is implementing a variety of longer-term development activities aimed at supporting the Puntland Government in the achievement of its development milestones. CARE works in partnership with the government, international NGOs, civil society, leaders and local authorities in order to bring effective and lasting change to the most vulnerable communities in Puntland.

PROJECT SUMMARY

Deegaankaagu waa noloshaada project -“Your environment is your life”, is an EU funded project that aims to combat rangeland degradation and hence contribute to MDG 1 as well as MDG 7. This initiative aims to reduce hunger and food insecurity in the Puntland State of Somalia by improving rangeland conditions, promoting sustainable use of rangeland resources, empowering local communities and strengthening institutional capacity of the Ministry of Environment to develop and implement a policy and operational framework for effective management of rangeland resources.

As part of the development of regulatory frameworks for the Ministry of Environment, wildlife & Tourism (MoEWT) and following the approval of Puntland Environmental Policy in 2014, the project now wants to embark on the development of Puntland Waste management Policy. This Policy is expected to provide overall guidance to waste management and cushion the environment from negative impacts related to poor waste management.

BACKGROUND OF THE CONSULTANCY

Environmental degradation has put an unprecedented amount of pressure on the fragile ecosystems of Puntland. Since the collapse of the Somalia government in 1991, almost all forms of natural resource management and control systems fell apart, resulting to depletion of natural resource base.

There are several unsustainable human practices that resulted to the current poor state of the environment in Puntland. These include; clearing of trees for charcoal production; unplanned settlements, illegal dumping of wastes, overfishing, overgrazing, uncontrolled development of water points, off road driving in the prime rangelands among others.

More importantly, Puntland lacks the requisite regulatory frameworks for proper waste management and consequently, waste management is poorly handled. It is a menace particularly in urban centers where plastic waste is a huge problem with no intervention in terms of collection and safe disposal.

As part of strengthening institutional capacity and development of regulatory frameworks for the Ministry of Environment, Wildlife & Tourism (MoEWT), CARE International in Somalia through the NRM project, intends to support MoEWT in the development of Puntland Waste management Policy. The project has already developed an environmental policy 2014 and an Environmental Impact Assessment Act for Puntland state of Somalia. The development of waste management policy will build on the gains, experience and political goodwill already made in the development of Puntland environment policy 2014.

OBJECTIVES OF THE CONSULTANCY

The consultancy aims to

  1. Develop a waste management policy that is able to provide an overall guidance for efficient & effective waste management for the Puntland State of Somalia.

METHODOLOGY AND APPROACH

The development of Puntland waste management policy should use a combination of primary and secondary information. The consultant is expected to;

  1. Review all existing relevant waste management policies in the region.

  2. Conduct stakeholder consultations in Puntland using participatory techniques, with special focus to key decision-makers, government institutions and relevant development actors

  3. Synthesize and analyze the information collected during stakeholder consultation and use it for the development of a waste management policy for Puntland.

  4. The Policy document should reflect on existing local context in Puntland, in terms existing institutions, regulatory frameworks and infrastructure as well as gaps this area.

  5. Facilitate a validation workshop with key stakeholders in Puntland for discussion and feedback towards approval of the policy content.

CONSULTANCY PERIOD**

The consultancy duration will be for a period of 30 days. CARE will cover all travel, accommodation and meal expenses while in the field.

DELIVERABLES

The consultant is expected to submit the following to CARE International in Somalia;

I. Puntland Waste management policy that is able to provide an overall regulatory guidance for efficient & effective waste management for the Puntland State of Somalia.

II. A non-technical brief summary of the policy that covers all key aspects of the policy, which can be used for policy dissemination.

REQUIREDQUALIFICATIONS AND COMPETENCIES

The suitable candidate should have the following;

· A postgraduate degree environmental Policy, environmental law or any other relevant field.

· A minimum 5 years working experience in Policy development.

· A clear understanding of key waste management strategies including waste management hierarchies and issues affecting waste management in the horn of Africa.

· Highly developed research and analytical skills with a strong capacity in conducting independent research and managing timelines.

· Ability to work in a team and willingness to travel to remote areas.
