Somalia Evaluation Specialist Sought
Description
International Business and Technical Consultants Incorporated (IBTCI) is recruiting an Evaluation Specialist to help execute a Task Order issued by the USAID/East Africa /Somalia Office. As the holder of the Somalia Program Support Services (SPSS) contract, IBTCI will be conducting an evaluation of an economic growth program in Somalia, with a focus on agriculture.
This position is based in Nairobi, Kenya with travel to Somalia, and is full-time, tentatively beginning in July 13, 2015.
The assignment includes the following tasks:
- Review relevant project documents
- Help organize training sessions for interviewers regarding collection of data
- Help develop survey related documentation including: instrument, instructions and training materials in English and Somali
- Help provide oversight of data collection
- Follow international quality control standards and quality assurance procedures
- Ensure adherence to standard USAID requirements (disaggregation by sex, region, etc.)
- Recommend use of appropriate data collection tools
- Help develop users’ guide for the data, including a description of all variables collected
- Help produce a final report that covers all results and includes summary tables of survey data.
The Evaluation Specialist should meet minimum qualification requirements:
- Master degree in economics, political sciences, international relations, monitoring and evaluation, social sciences or an equivalent
- Demonstrated experience in conducting studies in fragile states/post-conflict environments
- Strong knowledge of the Somalia political context, particularly in South-Central Somalia
- Familiarity with the Somalia agricultural economy
- Excellent knowledge of English and Somali (written and verbal). Somali speaking is a requirement.
- At least seven years of relevant work in undertaking similar work
- Demonstrated analytical and writing skills, including the ability to clearly synthesize and present findings (including drawing up practical conclusions)
