Kenya: Organizational Capacity Assessment of CBM Partners

1.Introduction

CBM is an international Christian disability and inclusive development organization whose primary purpose is to improve quality of life of the world’s poorest persons with disabilities and those at risk of disability, who live in the most disadvantaged societies.

CBM-AFE is preparing to implement the Eye-Health Promotion Program for Children in Kenya (EPPCK). This is a public health initiative with the overall goal of promoting child eye health through prevention, treatment and rehabilitation in order to reduce the burden of visual impairment and avoidable blindness in children in Kenya.

The specific objectives of the project are:

  1. Improved access to medical technology, equipment and infrastructure
  2. Enhanced eye-health human resource development
  3. Improved quality and volume of child eye care service, and the strengthening of existing referral systems
  4. Improved leadership, governance and coordination of child eye health sector
  5. Enhanced coordination and implementation of the project.

The program focuses on increasing the service delivery at tertiary level as well as on building up structures and systems, including human resources, on secondary and primary level. It intends to build on the learning and training experiences of previous interventions and strengthen the national coordination for child eye health.

CBM implements program work through partnership. Through cluster model, the project will be implemented by existing eye health partners targeting 5 regions: Coast, Central/ Nairobi, Rift Valley and Western Regions.

2.Objective of the Partner Organizational Capacity Assessment:

Kenya is one of the priority Countries in implementing CBM program work. The Kenya Country Office is the process of developing five year plan to guide the implementation process. The Country Plan development process recognizes the need to review partnership portfolio while all new project approvals require an organizational capacity assessment to be conducted to identify suitability of the partner. CBM has specific tools to guide the assessment and compilation of report. Basically, the tool is designed to collect information about internal processes, standards, achievements, present and potential capabilities, potential risks, strengths and weaknesses in order to inform the decision on the partnership including priority areas to focus to strengthen partner capacity through the formulation of an Organizational Capacity improvement work plan.

This new project builds on Seeing is Believing (SiB) child eye health project implemented by the same partners for the period 2013 - 2016. The assessment will also probe to understand the partner experience with SiB in terms of achievements, challenges and lessons learnt that could help improve on the delivery through EPPCK project.

3.Specific Objectives for the assessment:

The specific objectives of the assessment are:

· To assess the technical capacity and suitability of Lighthouse House for Christ Eye Centre, Kwale District Eye Centre, Kikuyu Eye Hospital, Tenwek Mission Hospital and Sabatia Eye Hospital based on seven domains namely governance, administration, human resource, financial management, organizational management, program management, and project performance management;

· To assess partner compliance to project performance management in terms of Standards of Quality and Patient Safety, Infection Prevention and Control, Pharmacy and Therapeutics, Safety (environmental), Medical Records, and Clinical Privileging;

· Based on the findings, identify capacity development opportunities and develop an action plan for intervention;

· To support partners to administer Self-Assessment Child Safeguarding tool so as to gain understanding how the services provided have put in place effective processes and practices to keep children and young people safe, as well as response mechanisms when children and young people are vulnerable to poor outcomes.

4.Scope of consultancy

Assessment Areas:

The Organizational Capacity Assessment will focus on the following areas, using tools provided by CBM:

· Governance: Vision/Mission, Organizational Structure/chart, Board Composition and Responsibilities, Legal Status (Registration and Constitution), and Succession Planning.

· Administration: Operational Policies, Procedures and Systems; Travel Policies and Procedures; Procurement; Fixed Asset Control; Information Systems.

· Human Resource: Job Descriptions, Recruitment, Staffing levels, Personnel Policies, Staff Salaries and Benefits, Staff Performance Management, Volunteers and Interns.

· Financial Management: Financial Systems, Financial Policies and Procedures, Internal Controls, Financial Documentation, Budgeting, Financial Reporting, Audits, Cost sharing, Financial sustainability.

· Organizational Management: Strategic Planning, Resource Mobilization, Operational Plan Development, Communication Strategy, Change Management, Knowledge Management, Stakeholder Involvement, Internal Communication and Decision Making.

· Program Management: Planning Tools, Donor Compliance, Sub-Grant Management, Technical Reporting, Referrals, Community Involvement, Gender Policy, Technical Advisory, Child Safeguarding Policy.

· Project Performance Management: Oversight Activities, Standards & Quality Assurance (Quality and Patient Safety, Infection Prevention and Control, Pharmacy and Therapeutics, Safety), health management information system/Medical Records, Clinical Privileging, Supervision, Monitoring and Evaluation.

· Child safeguarding: Policy, focal point person, knowledge and practice (To be guided by Self-Assessment Tool).

Assessment Methodology:

The consultant will conduct an assessment consisting of document review, key Informant Interviews, system audits and direct observations. CBM documents will guide on the contact person at the Partner office, and information to be sought from the visit.

5.Deliverables and milestones:

· Using provided format, submit formal assessment report per partner inclusive of recommendations and management response where applicable

· Relevant organisational policies and planning documents gathered and shared with Regional Office/Kenya Country Office

6.Work plan for organizational assessment:

  • Inception Report; 17th March

  • Conduct Organization Capacity Assessment: 18th– 31st March 2016

  • Submit to partners for management comments- 1st April 2016

  • Receive reports from partners with management comments- 5th April 2016

  • Disseminate Reports to CBM; and- 8th April

  • Handover FINAL Version- 17th April 2016

7.Desired qualification and competences

• Minimum Master’s Degree (or equivalent) in relevant area;

• Evidence of preparation assignments of a similar nature

· 5 years of proven experience on organization capacity development and in conducting organization management assessments and audits.

• Sound understanding of gender and development issues in Kenya especially in reference to persons with disabilities;

• Excellent communication, presentation, report writing and analytical skills

· Computer literacy

· Fluency in English
