Consultancy on Development of KQMH standards, checklists and indicators
Background
The overall goal of the German Development Cooperation is to improve access for poor and disadvantaged groups to high quality basic health services, including reproductive health and to hedge against financial risks in case of illness. In line with this the GIZ Health Sector Programme has supported the Government of Kenya to improve the quality and responsiveness of health services. This has been through provision of technical, advisory and financial support to the Ministry of Health to enable improving access to affordable and quality healthcare. One of the areas of support to the Ministry of Health on quality improvement is revision of the national standards for quality of care (Kenya Quality Model for Health standards) to make them more applicable in certification of health facilities.
The objective for review of Kenya Quality Model for Health (KQMH) standards is to ensure that the standards are comprehensive and reflects current national policies and strategies as well as international developments and best practices in the delivery of health services. This will involve:
· Review of sector policies, strategies, standards and guidelines that impact on quality of service delivery.
· Review the technical content of KQMH and select and or develop standards that will guide the delivery of health services in line with the Kenya Health Policy, KHSSP and KEPH.
· Develop Indicators and a monitoring and evaluation framework for the revised KQMH standards
The GIZ Health Sector Programme is in the process of contracting a consultant to support the Ministry of Health in review of (KQMH) standards.
Objectives
The aim of the consultancy is to support the MOH and GIZ Health Sector Programme develop and pilot KQMH standards.
Scope of the work
• Consolidate input from relevant MOH divisions and professional associations as they develop certification standards, checklists and indicators.
• Lead in development of checklists for dimension 1-10 of KQMH.
• Lead in piloting of the developed standards and checklists.
• Support the KQMH Standards Review secretariat to compile the developed standards, checklists and indicators.
Deliverables
• Standards for KQMH dimension 11
• Checklist for KQMH dimensions 1-11
• Indicators based on KQMH standards
• Report on pilot of KQMH standards.
Consultant qualifications
• A minimum of a Master’s degree with medical education.
• Specialist knowledge on health system strengthening.
• Experience with implementation of quality management systems preferably in Kenya.
• Experience with government document development process.
• Comprehensive knowledge of the health system in Kenya.
• Experience in carrying out research.
Duration
40 working days
Remuneration
Daily rate will be established in accordance with GIZ rates which shall be aligned to the qualifications and experience of the selected consultant.
