Plan International - Sudan:

Plan Sudan has been carrying out child centered community development programming in Sudan since 1977. Plan has six program areas in the northern states of Kassala, White Nile and North Kordofan. In addition, since 2005 we have been supporting IDPs in camps near ElFahser (Al Salam, Abu Shouak and Zamzam) in North Darfur State.

Plan International – Sudan started its humanitarian response to Darfur since 2005 and this project is developed as part of Plan Sudan Darfur emergency response. The response mainly focuses on the actual critical needs of internally displaced people (IDPs) in northern Darfur.

About the Project:

Project title: Strengthening and Enhancing the Basic Education Services, Child Protection, Camp Management and Coordination in Zamzam and Abushok IDP Camps

Location: North Darfur, Sudan

Evaluation Type: Project Evaluation (in accordance with ALNAP guidelines)

Funded by: Swedish International Development Agency (Sida)

Project Duration: Start Date 1 July 2013 End Date: 30 June 2015

Main Purpose: End of project evaluation Consultancy Duration: Six weeks

Report submission : Two weeks after end of evaluation (one week to receive comments from Plan International and SIDA and one week to incorporate and submit final version)

Background Information : Zamzam IDP camp is one of the largest IDP camps in Sudan with an approximate population of 117,500[1] with the continuous new arrival of IDPs as a result of conflicts in suburban localities, creating severe vulnerability. Plan International - Sudan implementing camp Coordination/management through its partner organization “Sustainable Action Group” (SAG) in Zamzam since 2013. Plan International - Sudan has been implementing the Sida funded project in Darfur since 1 July 2013 and the project end in the 30 June 2015.

Project Goal: Improved standard of living for IDPs within the camp environments, enabling them to live with respect and in dignity.

Project Objective: 125,465 IDPs receive access to basic education facilities, protection assistance and capacity-building in social mobilization and governance over a two-year period.

This is an integrated project and consists of three major components which are Camp Management and Capacity Building, Basic Education and Child Protection.

Project Expected Results

1) Camp Management and capacity-building: Camp management and coordination mechanisms in Zamzam IDP camp strengthened and owned by IDPs themselves.

2) Basic Education: Strengthened basic education services through the rehabilitation of 42 schools and the provision of educational materials.

3) Child Protection: Child protection services strengthened through the rehabilitation of 41 child friendly spaces and enhancement of staff capacity to meet needs

B. PURPOSE OF THE PROJECT EVALUATION

The main *purpose*of the evaluation is to provide an independent and systematic assessment the overall performance of the project including a review of the design, implementation, quality and outcomes vis-à-vis the project set objectives and outcomes. As well as assessing the effectiveness, impact, relevance and sustainability of the project activities since start of the project-to-date. Also to identify and document success stories and implementation gaps and opportunities, as well as provide recommendations on how Plan International - Sudan program interventions and/or contributions can be strengthened in the future.

Scope of work and methods: Theevaluation should cover the overall assistance provided through this project in the specified period of 1st July 2013 to March 2015. The methodology will include: Desk study. Field visits and Key informant interviews with stakeholders

C. ISSUES TO BE COVEREDSpecifically, the evaluation team will also use common reference (.e. Plan’s child-friendly spaces (CFS) tool kit during emergency, INEE, Sphere Standards[2] and the Child Protection Minimum Standards, etc.

Review the project design process and the activities and implementation to achieve the objectives of the project to reflect on Relevance/appropriateness, Effectiveness, Efficiency,Coordination and**Impact of the project.**

Methodology

The project evaluation is intended to follow ALNAP evaluation guidelines and has a clearly defined approach and methodology (quantitative and qualitative) that fully involves all relevant stakeholders. Prior to the conduct of fully fledged data collection the evaluator will prepare an inception report including methodology/approach that clearly indicates how it plans to successfully conduct the evaluation and how the overall activity will be managed. The inception report is to be submitted within thirty (30) days after contract signing and will be shared and approved by both Plan and Sida (donor).

Deliverables

The evaluation team will provide final comprehensive report incorporating findings from the different elements of the study and appropriate documentation on methodology. When the zero draft of the evaluation report is available, it should be shared with Plan and Sida. After the evaluation report has been commented on by Sida and Pcplan, the final report should be shared with Plan in three hard copies and a soft copy.

Experience and Qualification of Consultant: The following criteria will be considered for the consultant:

· Solid experience as an evaluator of humanitarian aid with at least 10 years

· Good knowledge of the applicable international humanitarian measures such as, Sphere and applying the CPiE Minimum Standards;

· Solid background and/or experience in child protection and camp management and community-based humanitarian programming and evaluation;

· Very strong qualitative and quantitative data collection skills and experience, particularly in terms of participatory methodologies and facilitation skills;

· Excellent knowledge of international NGOs’ operations, including management approaches and programme practices;

· Proven experience in evaluation of emergency response and draw forward looking conclusions and recommendations;

· Very strong communication skills, both written and verbal and Demonstrable commitment to supporting NGOs;

· Previous experience of working in Darfur and or Sudan is an advantage.
