World Vision South Sudan (WVSS) will identify a competent consultant to conduct the baseline measurement as per the objectives, methodology and the specified assignments described in this document. As part of the negotiation process with the selected consultant, WVSS will ensure that the consultant understands and agrees to the assignment, including the baseline scope, purpose, objectives and methodology.
It will be the responsibility of the consultant to design the methodology and develop the relevant data collection tools to conduct the baseline measurement. The WVSS Quality Assurance team will review the methodology and tools and give feedback prior to the actual baseline measurement.
The consultant will be requested to sign the World Vision Release and Hold Harmless Agreement For visitors including Consultants to WV projects as well as the WV Child Protection Policy.
Minimum Criteria for selection of the consultant will be but not limited to:
· MA or higher in relevant field;
· 10+ years' experience in participatory research;
· Familiarity with core concepts related to Governance, Decentralization and participatory development, and experience working in fragile context;
· Understanding of South Sudan social and political context;
· Experience in study design (both quantitative and qualitative methodologies) and in assembling and managing field teams.
