Overview:
Ipas, a global non-profit health organization working in Kenya, seeks a Research and Evaluation (R&E) Advisor to provide technical and managerial oversight for the monitoring and evaluation (M&E) of Ipas's Africa Alliance programs. Ipas seeks to increase knowledge of women’s sexual and reproductive health and rights (SRHR) as well as their access to SRHR services. The Advisor is responsible for ensuring the appropriate measurement of results of different SRHR projects and for generating indicators, logframes, and monitoring and evaluation plans that correspond to their in-country interventions. The Advisor also ensures data quality by overseeing the completion and verification of data and statistical analysis as well as the accurate preparation of donor reports. The Advisor also supervises R&E Associates in the Kisumu office.
Responsibilities:
- Provides technical and administrative support to the design, data collection, statistical analysis and reporting of Ipas Africa Alliance projects
- Ensures that relevant data across all areas of projects are collected, entered into appropriate systems in a timely fashion, and analyzed in collaboration with Ipas Africa Alliance and North Carolina (NC) Global (based in the US) to influence decision making about program planning and implementation
- Participates in the creation of initial drafts of project reports, timelines, workplans, and other related documents, and tracks R&E unit deadlines
- Maintains regular communication with R&E staff in Nairobi and NC Global to stay up-to-date on R&E objectives and guidelines, insuring that Alliance results align with those objectives, and M&E targets are being achieved
- Spearheads the development and revision of data collection tools and reporting formats and forms for the Africa Alliance
- Oversees the implementation of M&E systems with guidance from R&E staff in Nairobi and in NC Global
- Communicates with R&E staff in Nairobi and NC Global about any M&E implementation issues in Kisumu
- Supports project planning and implementation by providing data to Ipas’s internal stakeholders
- Supervises R&E Associates in the Kisumu office, overseeing their data entry and analysis tasks as well as any other tasks assigned to them
- Ensures high data quality for all Africa Alliance data that are collected, entered, and cleaned in Kisumu; these data come from Ipas-supported health facilities and other intervention catchment areas
- Shares M&E results with partners and other external audiences to describe project impact and guide decision-making for future work
- Aids in the dissemination and presentation of project results and lessons learned with Ipas internal stakeholders, partners, and other external audiences
- Collaborates with Alliance colleagues to achieve the Alliance’s overall objectives
- Assists the Development unit in writing reports and proposals for donors
- Develops and reviews expense reports, requests checks, and collaborates with the Finance unit in Nairobi
- May oversee the work of M&E consultants and manage contracts with R&E consulting firms
Requirements:
- Bachelor’s degree required; Advanced degree preferred
- -Bachelor's degree & 8+ years of relevant experience required or Advanced degree & 6+years of relevant experience required, preferably in reproductive health field
- 2 or more years of extensive experience in high level data analysis and supervision of data collection systems
- Supervisory role and management experience
- Well-organized, with ability to track multiple projects and deadlines
- Ability to work successfully in a cross-cultural, team-based, global environment
- Excellent written and verbal English language skills
