Health Poverty Action seeks to hire a consultant(s) to undertake a partner capacity assessment.
Background of HPA STOP project.
HPA, with funding from the EC, is implementing a Somaliland Terminating Oppression against women and girls programme ‘STOP’ Non-State Actors programme. Although SRH rights are enshrined in international and national conventions and policies, many Somalis have remained left out for lack of knowledge and awareness. Women are especially more marginalised given that communities are patriarchal where women and girls often lack the voice to air concerns or to be heard including on their own health. Issues of lack of responsive governance, weak NSA, and poverty exacerbate the marginalisation of Somali women and girls, particularly youth. A lack of understanding of health rights, leadership skills and experience also limits women’s ability to articulate their concerns to authorities. The NSA project funded by the European Union targets to increase the capacity of Somali NSA including existing women and youth groups to demand for and access their SRH rights. It will build the capacity of Local Authorities to respond to these demands with quality SRH services accessible to all. In short, it will strengthen the capacity NSA and local authorities to promote an inclusive and empowered society in Somaliland.
“Is Strengthened legal and policy frameworks, mechanisms and approaches in Somaliland to support the right of women and girls to live free from SGBV and FGC”. STOP will build the capacity of 2 Somaliland CSOs, 21 grassroots CSOs, 30 Community Health Committees (CHC), and a national SGBV Network to contribute to a peaceful Somaliland where women and girls (particularly marginalised groups like IDPs and rural pastoralists/agro-pastoralists) are free from violence. It will support government health, police, legal and justice units to provide quality, accountable and rights based safety and security services for SGBV victims and coordinate all SGBV/FGC actors to work together as accountable justice and support institutions capable of delivering justice and breaking the culture of impunity of SGBV perpetrators.
To achieve this, HPA is cognisant of the role the local stakeholders can play in advancing SGBV project activities - Through this project, HPA will encourage the support and active participation of various stakeholders including the Local NGOs, Community Based Organisations the general public as success in the project outcome is pegged on collaborative initiatives.
Organisational Capacity Assessment for local partners
HPA believes partnerships are essential for establishing sustainable community health systems. The challenge is to identify, evaluate and select potential partners that will make HPA more effective and yield greater impact in the field.
Two local partners were-identified during the proposal assessment phase that they require organisational development support in terms of staff capacity and systems and procedures in areas that are mandatory to run the organisation efficiently as well as enable them execute their designated roles in the implementation of the proposed action. However, there is a need for a more detailed capacity assessment to develop an appropriate capacity building plan for each NSA partner and the staff members within these organisations.
OBJECTIVE OF THE CONSULTANCY
The aim of this exercise is to conduct a partner capacity assessment and develop an action plan to improve performance on areas of weakness identified.
Specifically we seek to answer the following questions:
- What are their areas of strength?
- What weaknesses remain?
- What capacity support would be required from HPA to achieve an acceptable standard of local best practice?

• A detailed capacity assessment protocol
• Draft Capacity Assessment report
• Final Capacity Assessment report
REQUIRED QUALIFICATIONS AND EXPERIENCE FOR THE CONSULTANT.
The consultant will be required to have:
• Degree in Business Administration, Economics, Finance, Management, Organisational Management, Public Administration, or other related fields. Masters degree is preferred.
• At least 3 years’ demonstrable experience in conducting capacity analysis and assessment (evidence will be required once shortlisted)
• At least 3 years of experience working with capacity development of NGOs and networks
• Extensive knowledge in analytical and financial report writing skills.
• Very good knowledge of the work of NGOs particularly in diverse and conflict-affected settings
• Excellent facilitation and analytical skills
• Fluency in written and spoken English
• Strong interpersonal skills and the ability to communicate and work well with diverse people
