Kenya: REGIONAL RESILIENCE LEARNING SUPPORT CONSULTANCY SERVICES

Background

The Global Alliance (GA), in collaboration with IGAD, will convene a technical meeting to review and reflect on a series of thematic papers that have been independently commissioned by DFID and USAID on livelihoods in transition in the drylands of the Horn of Africa (see list at the end). The proposed review would focus on off-farm, non-agricultural livelihoods aspects of these papers, including the current scale and scope of these livelihood activities, opportunities for expansion and the programmatic implications of both. The technical meeting will be held in Nairobi during the last week of April 2016.Tufts University - USAID East Africa Resilience Learning Project (RLP) invites suitably qualified and experienced consultants for the following positions to support this event.

Lead Facilitator

· Contribute to the development of the agenda with USAID Kenya and East Africa and produce a detailed facilitation plan

· Liaise with presenters in advance to inform them and prepare them in the expected inputs in the meeting (format, length of sessions, etc.)

· Liaise with RLP / the selected venue on meeting room setup and support materials requirements

· Facilitate the meeting

· Together with the rapporteurs, the expert reviewers produce a 4/5 page chair summary

· Produce a consultancy report

Minimum requirements

· Master Degree in Development Studies, Humanitarian assistance or other relevant field, at least 15 years experience in the humanitarian/development sector and demonstrated adult learning and facilitation experience

Rapporteurs (two)

· Take and consolidate comprehensive Meeting Notes during the Meeting.

· Support the development of the Chair Summary

Minimum requirements

Masters degree in a relevant discipline

· Should have considerable working knowledge of resilience and the context in the Horn of Africa.

· Should have the ability to succinctly capture program and policy discussions and possess excellent writing skills.

Expert reviewers (three)

· Provide a written review (3-4 pages) of one of the thematic papers

· Review and synthetize the key findings of meeting

· Jointly develop of Chair Summary outline

· Draft the Chair Summary document

Minimum requirements

· Masters degree in a relevant discipline PhD preferred

· Should be recognized experts in livelihoods in transition with excellent and demonstrated analysis and writing skills

Preference will be given to U.S. and Kenyan nationals for all positions as well as those already residing in Nairobi.
