Description:

The Deputy Chief of Party, Technical will provide complementary technical and management leadership, develop technical strategies and oversee the design and implementation of activities for the USAID-funded SPLASH 2 project.

Job Summary / Responsibilities:

  • Provides technical expertise and leadership for the design and implementation of WASH in schools programs, complementing the COP skill set.
  • Works in close coordination with and supports the Chief of Party (COP), and liaises with relevant USAID/Zambia staff.
  • Provides leadership and supervision to the provincial project staff.
  • Ensures that high quality and state of the art WASH in schools interventions are implemented in a timely manner and in coordination and collaboration with SPLASH 2, NGO and USAID-funded partners and the Government of the Republic of Zambia (GRZ).
  • Oversees quality assurance program for all technical aspects of the Project.
  • Participates in the SPLASH 2 management team and represents the COP in his/her absence.
  • Ensures relevant technical training and staff development in the SPLASH 2 program.
  • Represents the SPLASH 2 project and FHI 360 at local and international meetings.
  • Ensures that appropriate strategies, policies and SOP’s are developed and implemented in accordance to FHI360, USAID, and GRZ regulations.
  • Assists with the management, development and monitoring of work plans and budgets; provides technical assistance through the review and/or writing of protocols, papers, reports to ensure accuracy and appropriateness.
  • Assures timely production and delivery of required quarterly and annual project reports
  • Facilitates occasional TDYs by Home Office technical staff supporting SPLASH 2 and consultants hired locally
  • Performs other duties assigned by the COP.

Qualifications:

  • Bachelor's Degree; Master highly preferred
  • Typically requires 10 years of experience with developing international programs and project management experience.
  • Ten years professional development experience including at least four years management experience and significant WASH experience.
  • Previous in-depth understanding and experience managing USAID funded projects with WASH in Schools programming.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English.
  • Demonstrated experience in managing complex projects that are strategic in nature and international in scope.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write, and speak fluent English; fluent in host country language.
  • Experience working in a non- governmental organization (NGO).
  • Certification in Project Management.

Applied Knowledge & Skills:

  • Experience in the management of WASH programs, with school and WASH preferred in schools interventions, including Zambia.
  • Sound knowledge of ongoing and emerging issues in the school WASH technical area, including specific issues in Zambia.
  • Proven skills in management, supervision and leadership.
  • Familiarity with the current research professional literature on WASH, preferably knowledge of research related to WASH in schools.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding WASH in schools project implementation.
  • Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs.
  • Ability to develop and manage annual and quarterly workplans and budgets.
  • Ability to work well with others and to develop and maintain compatibility among project staff and partners.
  • Well-developed written and oral communication skills. Ability to produce written reports in a timely fashion.
