OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

In line with its initiative to strive for organizational excellence, the Sudan Office supervised by the Ethiopia Operational Hub. The NRM M&E specialist would be responsible for coordinating all M&E activities conducted as part of the NRM project. This includes overseeing data collection, analysis, and reporting on the implementation and progress of each component and subcomponent at the State, locality and community levels. He/she would provide feedback and advice to the Project Manager on the effectiveness of project implementation and steps needed to be taken to achieve anticipated project outputs and outcomes. He/she would provide technical support to project staff and implementing partners in Eldiean on M&E requirements, including capacity development at the various levels

GENERAL FUNCTIONS

The candidate to the post will be responsible for undertaking the following tasks and deliverables, and reporting to the Project Manager: The scope of the assignment will include the following specific tasks:

§ Monitor the status and progress of project implementation based on the indicators, Logical Framework and Results Framework and the M&E Plan.

§ Develop an M&E plan capable of continuous observation, data collection and analysis, communication and reporting, and data and information storage.

§ Facilitate and lead surveys and studies, including those needed in support of on-going evaluation, MTR and other review processes.

§ Liaise with and agree with stakeholders in each output within localities and, the respective reporting, monitoring and data collection needs and obligations.

§ Develop methodologies for data collection.

§ Develop clear and user-friendly data collection and reporting formats in collaboration with project counterparts, and provide training to NRC members in data collection.

§ Compile data, information and reports for 3 project outputs, analyse data to compute the status of selected indicators and provide feedback to project management and project counterparts on the progress of implementation and of any suggestions to modify schedules, strategies and objectives.

§ Organize of workshops, training and meetings as planned.

§ Prepare a training plan and provide technical backstopping on results-based M&E.

§ Take responsibility for other M&E related tasks assigned by the Project Manager.

§ Responsible for organizing project technical files and documentation in El Daein.

§ Represent our client at project meetings on the guidance of the Project Manager.

ESSENTIAL EXPERIENCE

Education:

§ Minimum BSC/BA in a relevant field is required. Master’s degree in related field is an advantage.

Work Experience:

§ Experience in carrying out staff capacity building and training is desirable.

§ Work experience in conflict areas with challenging Government institutional environment similar to Darfur situation is needed.

§ The M&E Associate will have an academic background in agriculture, economics, development, engineering, Health or related fields, with specialized training in monitoring and evaluation. Minimum requirements would be a BSC/BA with 5 years’ experience, of which at least three years should be spent on monitoring and evaluation of projects/ programs. Familiarity with results-based M&E and computer use, spreadsheets etc.

§ Computer literate with experience of using databases and spreadsheets.

Language Requirements:

§ Must be fluent in written and oral English and Arabic.

Other Information

§ The expert will be provided with a laptop computer.
