**The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
The NRC in Kenya has its country office in Nairobi and has refugees and IDP operations in Dadaab, Kakuma and Mandera respectively.
The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes.
The Head of Programme will report to the Country Director for Kenya.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose. **

Role and responsibilities

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes

The following is a brief description of the role.

Generic responsibilities

These responsibilities are the same for all HoP positions and cannot be modified:

  1. Line management for Core Competence Specialists
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures

  4. Provide programme input to Country Strategy and Plan of Action

  5. Development of Core Competency strategies

  6. Development of holistic and needs based programmes

  7. Identify funding opportunities, develop funding strategies and forecasts

  8. Grants management, BPO allocations and reporting to donors, including compliance with donor standards

  9. Quality control, M&E and organizational learning

  10. Capacity building of all technical staff

  11. In-country representation

  12. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  • Deputy CD when appointed
  • Responsible for the programmatic input to proposal development
  • To assist the CD in the formation of consortia with other organisations as necessary

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

· Proposal development: Area Managers, Regional Programme Adviser

· Programme development: Core Competencies section (HO), Regional Programme Adviser

· BPO and allocation of shared costs: Finance Manager, Area Managers

· Grant management: Area Managers, Regional programme support, Regional Programme Adviser,

Stakeholders:

United Nations Agencies particularly UNHCR, INGO and local NGOs, civil society and Country and National Government representatives, regional organisations particularly IGAD.

2.Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

  1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • Minimum 4 years experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Core competency expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/Specific skills, knowledge and experience:

· Knowledge of context of displacement and refugees in Kenya

· Experience of building consortia

· Thorough understanding of donor rules regulations and compliance

  1. Behavioral competencies (max 6)
