Program for the Advancement of Malaria Outcomes is a newly awarded United States Agency for International Development (USAID)-funded project. PAMO works with the National Malaria Control Centre to strengthen implementation of malaria control and elimination efforts. The project works at provincial, district, and community levels to 1) Support proven malaria interventions in alignment with the National Malaria Strategic Plan; 2) Strengthen management capacity of provincial and district Ministry of Health/Ministry of Community Development Mother and Child Health personnel to provide oversight/supervision of malaria interventions and; 3) Strengthen the Health Management Information System at the provincial and district levels to improve data reporting, analysis, and use for decision-making.
We seek to recruit an Operations and Grants Manager who will ensure oversight of Grants Under Contract (GUC), as well as locally administered sub-contracts to Zambian technical partner organizations. The Operations and Grants Manager will support strong project management practices in accordance with USAID and PATH policies and procedures, and Zambian government requirements. S/he will provide support for general project operations as well as provide capacity building support in operations to provincial government partners. The Operations and Grants Officer will be based in Lusaka, Zambia and will report to the Project Operations and Finance Director.
Specific duties and responsibilities:
Grants and Contracts Management and Oversight
•Manage local sub-contracts, vendors and consultants and their agreements in accordance with USAID and PATH policies; Manage all aspects of agreement and contract compliance including branding and marking, procurement, and property administration.
•Ensure timely agreement/contract development/review/approval, both at the level of PATH and partners, ensuring adherence to both internal PATH and donor requirements.
•Ensure compliance with the terms and conditions of respective agreements and contracts, applicable grant and contract rules, regulations, policies and procedures as well as PATH policies.
•Organizes and facilitates pre-award assessments.
•Review and facilitate approval of subgrant budgets, understanding indirect cost implications.
•Lead on development of a grants manual, adapting to the PAMO Zambia context, including selection and award criteria for sub-grantees, periodic review of grant awards to ensure compliance with USAID regulations for GUC.
•Coordinate with partner organizations to ensure consistent, effective, and efficient project financial management.
•Provide capacity building and prepare training and resource materials related to grant financial accountability that can be used by staff, sub-grantees and stakeholders.
•Review and audit sub awardees’ reports, budgets, expenses and proposals to ensure compliance with award terms and USAID regulations and maintenance of accurate financial records.
•Liaise with the PATH Procurement Department, Legal Department and Office of Sponsored Programs to ensure project alignment and integration with PATH procedures and reporting.
•Ensure that all grant and project reports are discussed with the team and passed to the donor within the required time schedule.
•Oversee grant close-outs.
Operations Management
•Liaise with PATH human resources regional support office in Kenya to manage staffing needs of the PAMO project. Participate in onboarding new staff to operations and grants management functions.
•Oversee procurement of in-country commodities, other project equipment and services as needed, in collaboration with PATH's Procurement Office.
•Ensure all PAMO project resources, including office space and equipment, are in good order and adequate for smooth running of the project.
•Provide capacity building in operations for PAMO GUC.
•Support the project team to develop and execute comprehensive project close out plans.
•Liaise with the PATH Country Operations Manager on a regular basis to ensure alignment with PATH Zambia Office systems and plans.
•Manage Special Projects as requested by the Global Grants and Contracts Manager.
•Provide regularly scheduled updates to Operations and Finance Director.
Required Skills:
•A degree in Business Administration, Finance, Accounting or related field.
•Deep understanding of U.S. federal compliance rules, regulations and standards associated with federal funds (CFRs, FAR, AIDAR, A-110, A-122, A-133).
•Understanding of USAID contracts and grants management requirements.
•Ability to establish and maintain effective working relationships with program and other staff.
•Computer literacy i.e. Proficient in relevant computer applications and databases.
•Excellent management, analytical, oral and written communication skills.
•Excellent management, representational, and communication skills, written and oral proficiency in English, and verbal communication skills in one or more local languages.
•Ability to travel up to 30% of the time.
Required Experience:
A minimum of 8-10 years of experience in grants management of large, donor-funded projects, At least 5 years of experience working with an international organization, proven experience and skills in developing and managing budgets, excellent track record of successful management of regulatory and contracting aspects of USAID contracts and GUC, past experience in the appraisal of and evaluation of proposals and monitoring a grant portfolio, significant experience providing capacity building support, including training to partners at Province levels will be an added advantage, experience working with Apptus/Salesforce will be an added advantage.
