Job Purpose:
The Nutrition Manager will manage the implementation and growth of our nutrition programme in Northern Bahr el Ghazal, working closely with the health programme team to deliver a coordinated response to chronic food shortages and the risk of high rates of child malnutrition. The Manager will provide appropriate management support, training and guidance on relevant issues and will have representational responsibility on behalf of the organisation, liaising with stakeholders, including the State Ministry of Health, County Health Department, the nutrition cluster, national and international NGOs.
Main Duties and Responsibilities:
Programme Management and Reporting
- Ensure effective nutrition program planning (annual, quarterly, monthly and weekly) and implementation in line with relevant nutrition project proposals, log frames and the Concern South Sudan strategic plan and participate in reviews where necessary
- Facilitate integration between nutrition and other Concern programmes in NBeG, particularly Health, to contribute to outcome level results.
- Assist with building capacity of Ministry of Health to deliver nutrition services to the community
- Take the lead in monitoring and evaluation of nutrition programme activities and regularly report on progress and lessons learned.
- Ensure annual nutrition surveys are conducted to inform programme implementation
- Ensure monthly CIMAM data in entered and validated on the online CIMAM data bank
- Ensure compliance donor regulations, international standards relating to nutrition programmes and government requirements in relation to programme operations
- Assist in the review and compilation of concept notes and proposals, adhering to the schedule as identified in the country strategic plan
- Asses staff capacity and identify their training needs and come up with a training plan to increase the capacity of Teams to ‘deliver’
- Provide technical training and support for activities that fall within area of expertise in addition to backstopping programme staff
- Ensure that HIV/AIDS, gender and equality are mainstreamed at project level
- Coordinate programme and support functions to ensure smooth running of the programme
- Ensure timely planning for and procurement of nutrition supplies in coordination with the systems team.
- Produce quality, timely monthly progress and annual reports submitted to Area Coordinator
- Represent Concern, attend co-ordination meetings internally and externally
- Participate in Preparing for Effective Emergency Response (PEER) process as deemed necessary. This may include being deployed to respond to emergencies as and when required.
- Promote accountability throughout all nutrition programmes, and contribute to the management of the Complaint Response Mechanism process
Administration and Human Resources
- Liaise with Area Coordinator and HR in the recruitment of necessary staff and other human resources issues
- Ensure Concern policies, procedures and guidelines are adhered to within the nutrition team
- Ensure that all nutrition staff members (based in NBEG) through their supervisors have appropriate PDRs, set clear objectives and that staff develop the necessary skills through performance development and review system (PDR)
Financial
- In liaison with other programme staff, develop and manage programme budgets. Monitor and track all programme activities and support functions expenditures
- Use the monthly management accounts to ensure that spending of project goods and services is maintained at appropriate levels and provide feedback on the same, and ensure budget revisions accordingly, as necessary
- Contribute to the preparation of cash flow requirements.
Security
- Act as security focal point for the nutrition team, continuously monitor security situation and participate in the review of country security management plan (SMP)
- Ensure that all Concern resources and property are safeguarded appropriately
- Liaise with the Security focal person in terms of any security issues requiring any action
- Be fully aware of Concern security guidelines and ensure that they are followed at all times by all team members
General
- Perform any other duties reasonably assigned and mutually agreed with the Area Coordinator
Person Specification:
Essential:
- Degree in Nutrition and any other related field s like Public Health and Nursing
- Minimum three years’ experience in nutrition programme management including emergency programmes , particularly CMAM
- Experience of nutrition SMART surveys
- Experience of managing staff Ability to manage a team which is both culturally diverse and diverse in abilities, capacity and experience
- Flexible and positive personality
- Strong planning and implementation capacity
- Confident and capable negotiator, communicator and networker
- Computer skills including Microsoft Word and Excel
Desirable:
- Experience working in South Sudan or other fragile contexts
- Knowledge and familiarity with Concern Worldwide HR, Logistics, Transport, Purchasing and IT policies, procedures and standards
- Experience of implementing potentially contentious policies and procedures
- Experience of mentoring and on-the-job training
