South Sudan: Project Coordinator (Urban Protection Response)

JOB PURPOSE:

The Project Coordinator is responsible for the overall management, implementation and monitoring of the Juba Urban Response Project (the Project) based in Juba, South Sudan. She / He will be the primary lead on the project with close liaison for reporting and management with the programme development team. The project coordinator will be required to oversee implementation of the project, coordinate widely with other Juba-based actors and direct all assessment activities as a means to guiding NPs urban protection response in South Sudan. The ideal candidate will possess direct project management experience with excellent research and analysis skills and an interest in violence prevention, protection and peace-building.

KEY OBJECTIVES/RESPONSIBILITIES:

  1. Programme Implementation:

· Responsible for the overall planning and effective delivery of the Project in accordance with the proposal, log-frame, key milestone and donor guidelines.

· Responsible for the development and implementation of an exploratory research methodology to build a body of knowledge focussing on urban security, protection needs and responses.

· Produce a strategic plan detailing a suitable response to urban protection needs utilising Nonviolent Peaceforce’s model and programmatic approached.

· Oversee the management of the Project’s pilot phase which will test and evaluate the efficacy of the chosen strategy.

· Coordinate with various national networks including humanitarian agencies, civil society and government bodies.

· Provide technical advice to partners on the development and implementation of protection strategies in urban, non-camp settings.

· Collects and analyse contextual information and conflict dynamics and supports that analysis within broad civil society.

  1. Coordination and accountability

· Builds effective and strong networks and collaborative relationships, maintains communication and coordination with local partners during implementation and protects NP’s integrity and accountability.

· Takes prompt and appropriate action to resolve existing and anticipated problems and address the input of stakeholders.

  1. Monitoring and reporting

· Oversees preparation of quality and timely reports for submission to NP’s programme development team.

· Develops and implements monitoring and evaluation strategy of the Project closely with the M&E Officer and program development manager.

· Implements NP procedures for internal monitoring and reporting of activities in accordance with project objectives and indicators and ensures regular communication and reporting with Area Programme Coordinator, Senior Programme Manager and Programme Officers.

· Ensures periodic project reviews and lesson learning exercises are conducted and documented.

  1. Administration/Procurement/Logistics

· Manages assets including equipment and materials in close consultation with the Programme Manager and Operations Manager.

· Ensures safety and security of staff and advises and consults with the Senior Programme Manager and Safety and Security Advisor on security matters, and takes appropriate action in line with the security policy.

· Ensures that partners have the suitable equipment to be able to carry on their work.

QUALIFICATIONS AND COMPETENCIES:

A.Education, Knowledge and Experience

· Post-secondary education in development studies, refugee law, human rights, international human rights law, international humanitarian law, negotiation, mediation, human security or related field

· 3-5 years’ work experience in human security, child protection, refugee, IDP or civilian protection

· Demonstrated management experience in working in complex security environment

· Demonstrated experience working with state authorities, negotiation and mediation

· Demonstrated research experience and sound knowledge of a range of qualitative, quantitative and participatory methods.

· Demonstrated ability to analyse conflict, security and political contexts.

· Proficient analysis and communication skills for the purpose of report writing and presentations.

B.Desirable

· Familiarity and interest in urban humanitarian protection, peace-building and violence prevention programming.

· Expert knowledge of participatory research tools and methods.

· Substantive knowledge and understanding of the South Sudanese socio-economic, cultural and political conditions.

· Fluency in Arabic an asset.
