1.Background

UNICEF Rwanda’s Communication, Advocacy & Partnerships (CAP) section supports programme areas through integrated communications comprised of Advocacy & Partnerships, Media Relations, C4D, and Resource Mobilisation. Media is one of the most important allies on advocacy and awareness. The media industry is growing in Rwanda, with now three high learning institutions (including the University of Rwanda) teaching journalism and media studies.

It is imperative to build capacities of media practicionners when they are still in the academic field, in order to ensure sustainability and prepare journalists who will exercise their duties with ethics in relation to reporting on children.

The purpose of this consultancy is to provide technical assistance to Media High Council as requested by them to develop the module on ethical reporting of children issues (also adapting from the Child Rights Business Principles), and advocate for the adoption of the module in high learning institutions with faculties of “Journalism, media studies and Communication”.

The individual contractor will draft the module, review it based on MHC, UNICEF and other partners inputs and present it to the High Learning institutions to gather more inputs for the final module.

2.Justification

There is an increased need for structured capacity building of media, to ensure sustainability and quality reporting of children issues in the Rwandan media. The module was not part of the actual program of high learning institutions, and once it is integrated, graduating journalists will also build capacities of other journalists on ethical reporting of children issues. Journalists will therefore advocate more on the Child rights agenda in Rwanda. The current strength of Media High Council as the Implementing partner in media capacity building has been limited to workshps and trainings of already exercising journalists, this consultancy will help to draft the training content which will be used for many years by high learning institutions.

In light of this context, UNICEF Rwanda is seeking the services of a Consultant for a period of two months, with a start date of 15th November 2015.

3.Key Responsibilities/Tasks

Ø Develop the module on “Ethical media reporting on children issues” to be used in high learning institutions with journalism / media studies.

§ Conduct literature review of available instruments on children’s rights, including the Convention on the Rights of Children and other existing resources on child friendly media

§ Develop the first draft of the module to be shared with Media High Council and UNICEF for the first review and inputs

§ Present the first draft of the module to High Learning Institutions and Ministry of Education for adoption

§ Develop the final module and disseminate it for use in high learning institutions

4.Reporting

The Consultant will report directly to the Executive Secretary of Media High Council and the Chief of Communication, Advocacy and Partnerships (CAP). The position is based in Kigali, with travel as required to collect information and present the draft for inputs.

5.Qualifications and specialized knowledge/experience required:

  • Advanced University degree in Communication, Journalism or Public Relations.
  • At least three years professional work experience as a trainer/lecturer of high Learning institutions
  • Proven experience in developing curriculum for high learning education
  • Experience in working with media, and a track record of working experience in journalism would be an asset

§ Ability to clearly and concisely express ideas and concepts in written and oral form in English;

§ Knowledge of computer systems, internet and various office applications.

  • Proven ability to work as part of a multicultural team and to exercise good judgment under pressure.
  • Fluency in English.
  • Knowledge of UN and other international organizations; good understanding of world affairs, current events and international development issues.

6.Expected deliverables

Proposed work plan to deliver the module and advocate for its institutionalization in Ministry of Education and High Learning Institutions

Ø By End of December , 2015

Submit the first draft of the module to UNICEF and MHC for the first review

Ø By 05th January, 2016

Produce the second revised module to present to the validation workshop with partners: Ministry of Education, High Learning Institutions, and media

Ø By 10th January 2016

Revise the module based on workshop comments/inputs

Ø By 15 January 2016

Advocate for the module institutionalization in the high learning institutions

Ø By 10th February 2016

4Payment schedule

Payments will be made upon submission of the report on key deliverables

30% on submission of work plan

40% on submission of first draft

30% on submission of final child rights module

5General conditions: procedures and logistics:

The consultant will be required to work on his/her own computer. Desk and workplace will be provided by Media High Council as and when required. In case of travel, UNICEF will be responsible for travel arrangements, all applicable DSA and vehicles upon prior agreement of the field schedule.

For approved in-country field trips, UNICEF will provide transportation and DSA in accordance with relevant rules and procedures (not applicable while in Kigali).

6Policy both parties should be aware of:

Ø Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

Ø Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

Ø No contract may commence unless the contract is signed by both UNICEF and the consultant.

Ø No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.

Ø Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Ø Consultants will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment.
