Zambia: Monitoring & Evaluation (M&E) Officer

The M&E Officer oversees the implementation of the monitoring and evaluation (M&E) systems developed by ICAP-Zambia in order to provide accurate and timely data on supported programs. The primary role of the M&E Officer is to assist the Program Manger in the development and implementation of two programs: a nursing education and workforce development initiative; and the Evaluation of Family Planning Services Integration into HIV Clinical Care in Zambia. The M&E Officer will work closely with partners, stakeholders, and sub-recipients to support M&E activities. The M&E Officer will liaise closely with the ICAP-New York Strategic Information (SI) Unit and other technical and programmatic staff in New York. The incumbent will support the ICAP-Zambia NEPI Program Manager and the Family Planning Integration Study Coordinator, but report to the ICAP in Zambia Country Director.

This position is grant funded.

Duties and Responsibilities

• Oversee all aspects of M&E for project activities and support implementation of M&E plan to ensure activities are carried out according to schedule
• Participate in monitoring, periodic evaluations, and semi-annual reviews of project activities, including program analysis and strategic planning for future activities
• Develop and/or update project-specific M&E quarterly data collection tools
• Collect and compile data from project sites on quarterly basis; upload data to web-based reporting system
• Prepare quarterly, semi-annual and annual quantitative reports
• Set and track quarterly and annual project targets
• Analyze progress towards achievement of targets for subrecipients and overall country program
• Train subrecipient staff on project M&E plan, indicators and reporting
• Identify gaps in subrecipients’ systems, propose interventions, and build capacity of subrecipients where gaps are identified
• Provide technical assistance to subrecipients to ensure timely reporting and use of high-quality routine program data
• Conduct data quality assessments of routinely reported program and other data
• Along with other staff, train and supervise part time/temporary data collectors
• Assist study staff in acquiring local ethics approvals for assigned evaluations
• Represent ICAP at M&E/ evaluation meetings
• Carry out other M&E duties as assigned by Program Manager

Minimum Qualifications

• Candidates should hold a degree in epidemiology, biostatistics, public health, international health, or a related discipline. A background in a nursing-related field and/or family planning is an advantage. An advanced degree in the above fields is an advantage
• Three+ years of experience in the design, implementation and management of health monitoring and evaluation systems. HIV/AIDS and/or family planning M&E experience is an asset
• Knowledge of and experience with PEPFAR indicators
• Experience with primary collection of clinical data, design of forms and data collection instruments
• Detail oriented, with strong data management and analysis skills
• Research experience a plus
• Demonstrated skills in collaboration and diplomacy and commitment to achieving project objectives
• Experience working with ministries of health and USG partners
• Strong interpersonal skills and ability to build relationships in a challenging environment
• Exceptional problem solving skills and analytical capabilities
• Excellent written and verbal communications skills in English required
• Ability to multi-task and to be effective in high-pressure situations
• Ability to absorb and synthesize a broad range of information
• High level of proficiency in relevant computer applications particularly Access, Excel, PowerPoint, and Word
