Resident Director (Chief of Party): Somalia
The National Democratic Institute for International Affairs (NDI) is seeking to hire a Resident Director/Chief of Party (COP) to strengthen nascent political processes in Somalia. A multi-year commitment is expected for this position. This position is contingent upon the availability of funding for NDI''s programs in Somalia and donor approval of personnel. This position is anticipated to start in January 2016 and is expected to be based in Mogadishu, Somalia.
Competitive candidates should have demonstrated international experience in managing large scale development projects; working in conflict situations; designing and implementing election monitoring programs; and strengthening political parties. The Resident Director/COP will report to NDI''s Southern and East Africa Regional Director.

Background
NDI has been actively engaged in supporting emerging political institutions in Somalia since 2005, working to strengthen government institutions and civil society. NDI anticipates conducting a multi-year program to increase citizens'' participation in political and electoral processes; enhance the capacity of election management bodies (EMBs) and other relevant government bodies to administer credible elections and political processes; and strengthen political parties to promote inclusion and contribute to peaceful political processes.

Primary Responsibilities:
- Oversee program design, implementation, and evaluation in relation to program goals;
- Manage/oversee local and expatriate staff structure and individual performance, evaluation, promotion/discipline;
- Coordinate with domestic and international partners in the implementation of joint programming;
- Establish and maintain close working relationships with elected officials, political leaders, government officials and civil society groups in Somalia, as well as US Embassy officials, USAID, implementing partners, and local/international non-governmental organizations;
- In close coordination with the senior operations and security staff, oversee the implementation of the office security plan/protocol and emergency plan;
- Ensure adherence to NDI Washington, DC, and Somali policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions;
- Report on program activities and political developments in Somalia that may affect program outcomes to the Washington, DC-based staff on a regular basis; and
Oversee the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program results.

Required Experience:
- A minimum of fourteen (14) years of experience working on democracy and governance programming in developing countries, with experience in elections and political processes, governance, civic engagement/civil society, institutional development or directly related technical areas; and minimum seven (7) years of progressively responsible management experience with significant experience as a development professional administering donor-funded programs, preferably in Sub-Saharan Africa.
- Experience managing and implementing USAID-funded international development programs
- Experience living and working in a conflict and post-conflict countries;
- Demonstrated ability to work effectively with senior political leaders, parliamentarians, civil society organizations and members of the donor and diplomatic community;
- Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers;
- Experience in results-oriented program design, strategic planning, and program evaluation;
- Proven capacity to meet program goals while managing financial, administrative, and security responsibilities;
- Experience managing multiple subawards to local organizations;
- Sound political and negotiation skills;
- Strong communication and interpersonal skills;
- Demonstrated record of success in politically sensitive environments;
- Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English;
- Ability to live and work in a challenging political and security environment;
- Exceptional analytical skills for interpreting complex program and political issues;
- Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
- Demonstrated capacity to work effectively and closely with donors;
- Working knowledge of Google-based applications such as Drive or other cloud-based online information management systems, and PC-based word processing and spreadsheet applications; and
- Experience in living and working overseas, particularly previous experience in Africa, preferably in a post-conflict environment.
