Introduction
HDIF is a DFID funded programme to utilise innovative responses to the challenges of the quality, efficiency and sustainability in service delivery for the Health, Education and Water & Sanitation sectors. HDIF aims to incentivise responses by new technologies and involvement of the private sector to these issues.
Primary Responsibilities
· Developing and enhancing the M&E framework and systems set-up for HDIF with the Team Leader, co-ordinate period UKAid reviews of HDIF—including the annual review;
· Co-lead with the Communications Specialist in the production of the quarterly and annual report of HDIF for UKAid, including conducting surveys of HDIF stakeholders to support;
· Champion the HDIF logframe, ensuring the logframe is considered in on-going programme designs and activities, and any revisions thereto;
· Review M&E aspects of HDIF applicants business plans;
· Review and advise HDIF grantees on M&E aspects of their grants during implementation (in partnership with external advisors including academic partners);
· Manage external advisors, including drafting terms of reference, collaborating with the Finance & Administration team to contract advisors, budgeting, and delivery against the contract.
Essential Education and Experience Required
· At least Masters degree in Economics, Statistics, Business Administration, Mathematics, Public Administration, Sociology, Anthropology, public health, ICT, or Education and other related subjects;
· At least 8 years experience in the M&E with an international organization (internal and/or project staff);
· Previous experience designing and managing KM and M&E systems and activities that facilitate learning and knowledge sharing among stakeholders;
· Experience and skills to use online tools for data collection and analysis;
· Prior experience on using outcome mapping, theory of change/results tools in programming;
· Experience working with private sector/ businesses and international organizations;
· Experience with challenge/innovation funds is an added advantage.

· Desire and ability to work across multiple sectors (health, education and WASH; private sector, NGOs, and research institutions);
· Maintains good working relationship with clients, stakeholders and colleagues;
· Proven track record on information analysis, report writing and publications;
· Willingness to travel outside Dar Es Salaam when required;
· Strong analytical skills;
· Strong reporting, communication, documentation and presentation skills;
· Team worker.
