Malawi: Director for Cross Cutting Services (DCCS), Malawi PERFORM

The Protecting Ecosystems and Restoring Forests in Malawi (PERFORM) Projectis a $15 million task order to assist Malawian institutions and communities promote forest conservation and green growth. PERFORM is the primary implementing mechanism for the U.S. Government’s partnership with the Government of Malawi on low-emissions development as part of the Enhancing Capacity for Low-Emission Development Strategies Initiative (EC-LEDS). By slowing deforestation and forest degradation, and improving forest land management, PERFORM will strengthen resiliency to climate change. By increasing the availability of fodder and forest foods, it also has the potential to contribute to improved nutrition in targeted communities. The Director for Cross Cutting Services (DCCS) will report to the Chief of Party, and will oversee the cross-cutting services (CCS) unit for PERFORM, including operations, ME&L, grants, and communications. Based in Lilongwe, Malawi, the DCCS role will be an 18 to 24 month position, with the possibility of extension.

Desired start in January 2016.

Responsibilities

* Collaborate with the PERFORM technical and administrative teams to define support needs and put systems and procedures in place to streamline implementation;

* Provide oversight to PERFORM’s CCS unit to ensure compliance with procedures, documentation, and processes consistent with USAID and Tetra Tech requirements;

* Provide oversight to project events to ensure timely, professional execution in compliance with Tetra Tech policy;

* Provide training, feedback, and updates to project staff to build their capacity in USAID and Tetra Tech requirements;

* Supervise the staff in the CCS unit

* Other activities as designated and agreed with the Chief of Party.

Qualifications

* Minimum of a Bachelor’s degree in related field;

* Minimum of three (3) years of project management experience;

* Understanding of USAID & Tetra Tech project implementation, rules and regulations highly preferred.

* At least two (2) years of practical experience in at least one of the following: Monitoring & Evaluation (M&E), Communications, or Grants desired.

* Demonstrated commitment to building team capacity in operations, finance, and at least one of PERFORM’s cross-cutting units (M&E, Communications, or Grants).

* Prior experience working in developing countries required, preferably in a development project context;

* Strong organizational skills and attention to detail;

* Strong interpersonal and communication skills;

* Ability to clearly articulate ideas and issues both verbally and in writing;

* Demonstrated management and leadership skill;

* Proficiency in MS Office applications;

* Energetic and enthusiastic collaborative team player.
